SALEM ORE. clflc had taken up 108,G1G acres of the choicest timber lands In Linn county, which thoy now hold at $15 por aero, nnd got It for nothing, but tho ex pense of location. A wholo township of this timber had been taken in Coos county and 25,000 acres in an Eastern Oregon county. Largo holdings had been lost to tho settlers in Douglas and other coun ties. $1,500,000 worth of timber lands had been stolen from tho pcoplo in four counties of Oregon tho past fow years by Uio Northern Pacific Rail road Company. Mr. Weathorford next expounded tho principles of truo Demociacy. Ho showed from tho record that ho offered resolutions in tho legislature in 18S5 and 1889 for direct election of senators. Ho charged that Mr. Tonguo voted ngninst that as stato senator, after ho onco had voted for it, Not only senntors, but all who roprosontcd tho people, should bo elected by tho people. If elected to Congress ho would fa vor electing all offlcors by direct voto of tho people. Next ho discussed tho chnrgo that Domocrats and Populists nnd Social Ists aro Bcuttlers. Ho quoted Mr. Cor bctt's sentiments toward tho Philip plnos ns correct. If they wero ca pable of self-government It was our duty to glvo It to them, as wo had done to Cuba. Ho denounced tho bar- bailtles practiced in tho Philippines as n dlsgraco to our empire. Ho had never found a Democrat who was In favor of tho water-euro eijpeclally if ho came from Missouri or Kentucky. Was It the part of a great, freo na tion to mako a howling wilderness of tho Philippines? They should not be come a part of this great ropubllc, They would never bo fitted for citi zenship. All Oriental people should bo shut out of our country. Wc did not want tho Phlllpplno islands. We should novor bo ablo to mako a stnto or torrltory of thoso islands. Tho proudest day of our history for the past 30 years was when tho Amer ican ling camo down in Cuba, and their ling went up. Never rniso tho flag In tyranny and dishonor, but for humanity nnd freedom. What was it to bo a world power? This was tho talk of thoso who want ed this to bo tho greatest nation In tho world. Tho monarchies of Europe woro nil anxious to bo great world powers. Wns this our destiny? Was It a world power that wanted the ship subsidy bill passed, and then pass a Chlneso exclusion bill that lot all tho subsidized ships bo manned with Chlneso sailors? That has been dono in tho Senate. Ships could ho built in England, with American lumber and steol, choapor than hero. Nefarious trusts, Infamous laws woro throttling our in dustries, and restricting our com moico with tho world, nnd yet wo tnlkod of bolng a world powor. Ho spoko of tho Nicaragua canal bill that was passed In one liouso and kllloi in tho other. Ships loaded for Portland with sand ana gravol that camo as ballast, wns dumped Into tho rlvor, and tho loglslnturo npproprlnt od money to dig It out again. Ho favored arid land legislation to got wntor onto land now covered only with sand, sago brush, horned-toads and lizards. Ho had seou sand doB orts mndo worth ?100 an aero by put ting wntor onto it. Ho donouncod tho prasont laws that lot a fow men take a whole county, put In a Httlo ditch, and chnrgo all settlors what thoy pleaso for tho right to llvo on it. Ho favored government control of tho wator nnd rosorvolra to mako that country blossom with wealth. First tho swamp land act robbed tho pooplo of groat areas of land; thon tho timber land act robbed them of their groatost wealth; now tho arid land laws wero constructed to rob tho sottlors and onrlch tho corporations. Ho showed Uio rocora of Fulton nnd Tonguo as opposed to tho follow-sorv-ants .law. Ho attacked Uiom for hav ing killed that bill In sovoral legisla tures, nnd that such a law was in the Interost of labor. If I nm not oloctod I will glvo Mr. Tonguo tho closest chaso ho has ovor had slnco ho got In by C9 votos In 1890, and I'll glvo it to him worso than Mr. Vandorburg did If tho pooplo stand by mo In tho district as thoy will In Linn county. The Official Ballot. In this Issuo of Tho Journal Is pre sented tho official ballot, printed just as It will ho supplied tho votors of Marion county, This is dono by cour- ttwy of Messrs. Brant Bros., tho Job prlntors, who have tho contract for furnishing thoitlckots. Thero will be 13,000 sample ballots on poster paper, and the same number of official ballots on good book paper. Thoy are turning out a neat piece of work, and tho bal lot, as It appoars la The Journal is a torreot fac simile. Proposals for Wood.
