sist upon tlio re-enactment In party
platforms this year of the planks of
the Democratic nnd Republican plnt-
forinsorJ870, In which both parties
declared against sectarian appropria
tions and emoluments from public
money or property. In that year Mr.-
limine proposed Incongressnn amend
ment to tho constitution as follews:
