Applications for Payment of Part of
Purchase Pries.
Another application for payment of
20 per cent of the i purchase price or
swamp lands has been Presented to the

crs. R. F. SIcConnaughy has nsked
the repayment on 14,429 acres, or $2885.
This is a part of the original H. C.
Owens' claim, nugh Fnuier has also
made application for repayment on
840 acres, or $108. The entire ntnouut
of land for which the state lias been
asked to refund 20 per cent of the pur
chase price Is over $00,000 within the
last year, tho repayment on which
amounts to about $19,000. It Is claimed
that the state lias, since tho swamp
land act was passed, refunded $10,000.
There has been u great deal said
concerning tho practice of fraud in
connection with the swamp lands of
Oregon. It Is not apparent on the
surface Hint the state would suffer
serious injury by receiving 20 per cent
of tlio selling price of land for which
it could not give title, and afterward
refunding the payment. But it is
claimed the state has lost many
thousands of dollars In this way, and
it is explained by Clerk Odell In sub
stance as follews:
"Between 1878 and 1880 large appro
priations were made by the lcglsla
ture for building wagon roads, the
acts providing that payment therefore
should be made out of the swamp
land fund. That fund being without
cash, swamp-land warrants were is
sued in largo amounts nnd told at
I great discounts, many warrants being
sold for 20 cents on the dollar. These
' warrants were bought and turned
back to the state at pur In payment of
the 20 per cent cash payment required
for the purchase of swamp lands.
Now the state is paying out the face
1 value of these warrants."

are managed, and when more economy
is used it is so much better for the
taxpayers. That Dr. D. A. Paine,
superintendent of the Insane nsylum,
Is doing this Is Inferred from a letter
received hero written by G. W. Hnnd-
saker, who Is the purchasing agent of
Hint institution. He writes: We did
all of our own butchering last month,
January, and were agreeably surprised
with the results, and we will continue
to do so. We nover used moro meats
or of better qualify than In the lust
month.nud It cost us $.1.05 per 100 lbs.
against $5.20 on the last contract. We
will begin to make garden on the asy
lum farm In a few days. The many
friends of tlio above writer will regret
(?) that he is 'going Into consumption'
