Mdlinnis, Heerelury ofHtato. WHAT CAMPA1UN1NO COSTS. Now that tlio counting of votes lnw boon conipluk'd, il itinyitolbo u wiwto of limo to louin Hoinetliing of whut it c'ont togi't all tlieno voters to tlio poll. (lU'unliig from botb republican ami democratic Hottrees, it would appear tbat it cost In round mimbora about $0,000,000 to carry on tho campaign on iioth sides, saying nothing of what the prohibitionists and others put out. This amount covers only what was disbursed through oftlelal sources, ami does not cover tho private expenses of candi dates, or many of their local contri butions, nnd hardly touches tlio matter of uniforms, equipments and other neecss.uic.s for the city anil country dcinnustnulons through jut tho states. In tho minds of tho peo plo umtctuialutnd with tho inside workings of polltlm this vast sum Is classed as "boodle," and Is generally regarded us a "corruption fond." Jlut this impression Is, in a great measure, unjust. It Is estimated that fully $1,000,000 went through the hands of the National Republi can Committee and that fully four times that amount was handled by tho democratic managers. Tho bull; of tho sum was legitimately expended by l)oth sides In hiring speakers ami printing campaign literature, and with all the funds at its command tho democratic com mittee at tho end of Its tight finds itself about $o0,000 In debt ; if 10,000 It owes for printing, and it don't know whore It Is going to get any of tho money to square itself. Ah said before, those are National Commit tee expensed and do not Include tho money subscribed to and used by tho local eauipa'gn clubs all over tho country. Tho democrats, it Is wild on good authority, sent out 60,000,000 docu innuU, Including all the spcculies of thoir free Inula lyinyixmeii, which woro fmuUed from Maine to Oregon. Another Item of their c.k)Ukm was tho country wvcklltw, to which they Hipplled "editorial" matter, and whose editors tliey paid generously lor printing. This item of expense Is reckoned by' some to reach as high .is $750,000. It is noteworthy thai the expenses of the republican liter ary bureau in this line did not reach 2K),000, all told. Oratory comes high, but the cam paign mannRers inu-t linxe it. Men who couldn't earn $25 a week atany other business ask and get from $60 to $J00 a week while on the slump a. id some even goes high as $12"). the amount Anna Dickinson receiv ed. One man, it Is said, asked $150 from the republicans, and when they refused to give it, he sold his oratory to the other side. "When It Is known that probably 2,000 speeches were made In Indlanaevery night for two weeks before the elec tion, some faint idea may be gained of what it costs to thoroughly stump the country. It ought to bo said in this connection that the most val uable men cost the least. Such men as Depew, Foraker and Elaine never accept anything for their services, though their expenses arc paid by local committees at tho points where they speak. One day it was learned at republi can headquarters in New York that $,'10,000 had been tent inlo Virginia by the democrats and $12,000 was asked to counteract it. Theamount was immediately sent, and not a dollar of the $12,000 went for any thing except the expense of hiring speakers and arranging mass meet ings. As for the sums personally spent by candidates, there is no way of computing them, but directly and indirectly they ran into tho hun dreds of thousands. Some went Into expensive litographs of them selves, ot Iters spread their names abroad over the bill boards, printed large advertisements in the news papers, and others dropped their live and ten dollar bills in the saloons hko'snow Hakes. Expenses of this kind, of course, w:ro generally con lined to such cities as New York, where probably more money is used at election time than at any other point in the country. To show what an election costs there, count ing but what are reported as "legiti mate" expenses, lake the amount which Chief Inspector O'Urien asked of the Hoard of Estimates and Apportionment : Inspectors and poll clorkH..,-.,Slul,-l.'0 Kent of polllliK-plueo 2S,4'J0 Hillary ot ohlel and chief clerk 7,000 Contingencies ... lfi.lXX) Probabilities - 15,711 The wholo makes a nico little total of $2;tl,(K)0 to begin with. To this may bo added $50,000 of extra salar ies for tho members of tho police force. Hero are a few other Items : Kor rent of headquarters, hire of clerks, parades, telegraphing, etc. The Itepublican National Commit teo spent $111,000 In New York City alone, and tho Republican State Committee bill was fully $150,000, and all this beforo Election Day. Such meetings as tlio.se at Madison Square Garden cost from $8,000 to $10,000, and such parades as thwj of tho Saturday beforo Election Day about the same amount. Wliero all tho money conies from It Is not easy to say except in a gen eral way. In tho llrst place it will bo understood that tho otllce-holder, cither of tho national or state gov ernment, must make his, voluntary contribution : then tho candidate in expeoted to bo liberal, and then tho patriotic partisan. Probably the amount of large individual contri butions is geneially muclt exagger ated, but tho sum total is not far different from what has been given. In some way It Is raised, and In botuo way It Is expended tho bulk of It legitimately. I.KTTKR LIST.
