They take hold of the young men and boys of the community, and the In fluence of both the home and the common school falls against them. Only the impractical doctrinaire expects that tho time will overcome when any system of laws can be de vised to prevent intoxication audits lesults of degradation and crime. Tho only community in which it would bo possible to enforce such laws is the prison. In our peniten tial ics men arc kept liom drinking, as they can be kept under prison regimen. Nothing else will do it. The community has no right to at tempt to restrict liberty in any such fashion to any such end, except where liberty lias been forfeited for crime committed. But while prohibition is both a wrong und a failure, the right is in herent in every community to regu late whatover seriously threatens evil, and to carry the regulation us far as Is consistent with liberty and justice. The regulation of the dram shop, so that itcan neither usurp tho control of government nor degener ate into a place of infamous char acter, is the right and duty of every community. The license should be neither for prohibition nor for rev enue, but for regulation. Tho United States Supremo Court, through Chief-Justice Fuller, has rendered an opinion of unusual in terest to holders of life iusuraucu policies. Thomas L. Hume of the District of Columbia died in 18S1, totally Insolvent, but leaving $35, 000 In life insurance policies. The policies were by their terms payable either to the widow or children of tho deceased. Tho administrators and creditors of Hume sought to force application of tho proceeds of the policies to tho payment of the debts due tho cicdltors, on the grounds that tho premiums paid by Hume were a fraudulent transfer of an Insolvent estate and void as against creditors, and that conse quently the proceeds of tho policies should luu roto tho bcnetltof Hume's estate and not to the beutlleiarlcs named In the policies. Tho Supremo Court holds that the benetlclarles arc entitled to tho pro ceeds of all the policies without any deduction whatover on account of premiums paid, holding that a hus band and father has a full right to Insure his ltfo in tho interest of his wife and children, and that where such policies aro effected In tho name of the benetlclarles they are no part of tho estate of a deceased Insolvent and therefore cannot bo regarded as a fraudulent assignment of any part of his estate when so ell'ected.
