Tte Republican ol the United Slates, assembled by their delegates in National convention, pause on the theshold of their proceedings to honor the memoiy of their first great leader, the immortal champion of liberty and the rights of the people Abraham Linceln: and to cover also wilbwreaths of imperishable remembrance and gratitude the heroic names of later leadqrs, who have mote recently been called away from our councils Grant, Gariield, Arthur, Logan and Conkling. May their memories be faithfully cher ished. We also recall with our greetings and with prayer for his recovery the name ol one of our living heroes whose memory mil be treasured in the history both of Republicans and of the Republic the name of that noble soldier and favorite son of victory. Philip II Sheridan. In the spirit of those great leaders, anil of our own devotion to human liberty, and witn mat hostility to all forms ol despot ism and oppression which is the funda mental idea of the Republican nartv. we send fraternal congratulations to our fel low Americans of Brazil upon their ureat act ol emancipation, which completed the abolition of slavery throughout the two American continent. JWe earnestly hope that we may soon congratulate our fellnw- Cltiiens of Irish birth upon the peaceful recovery of home rul for Ireland. We affirm our unswerving devotion to the National Constitution and to the in. dissoluble Union of the states : to the au tonomy reserved the slates under the Con stitution : to the personal rights and liber ties of citizens in all the States and Terri tories in the Union, ami especially to tho supreme anil sovereign riuht of every lawlul( citizen, rich or poor, native pr foreign bom, white or black, to cast one free ballot r. public elections, and to have that ballot duly counted. We hold the free and honest popular ballot, and (he lust and eaual renreaenlAtinn nf all the people, to be the foundatiou of our republican government, and demand ef fective legislation to securn the intent. Iv and, purify cf elections, which are (he fountains of all nubile auth'iri-v. V charge that the present administration and the Democratic majority in Congress owe their existence tu the suppression of the ballot by a criminal nullification of the Constitution and laws of tho United States. We are uncompromisingly in favor of the American system of protection. We protest against its destruction proposed by the president and his parly. Thrv (serve (he interests of Europe; we will support the interests of America. Wc ac cept the issues and cniihdently appeal to me pcupiciur ineir judgment. 1 lie protective-system must be inaiiita'neil. Iu abandonment has always been followed twecn the States. We reaffirm the policy of appropriating the public lands of the United Stales to be homesteadb for American citizens and set tlers, not aliens, which the Republican parly established in 1862, against the persistent opposition of the Democrats in Congress, and which has brought cir great Western domain into such magnificent development, The restoration of unearn ed land grants to the public d-imain for the use of actual settlers, which was begun under the administration of President Ar thur. should be continued. We deny that the democratic party has ever restored one acre to the people, but declare that by the joint action of republicans and democrats, about fifty millions ol acres of unearned lands originally granted for the construc tion of railroads have been restored to the public domain, in pursuance of the condi tions inserted by the republican party in the original grnls. We charge the dem ocratic administiatinn with failure to exe cuts the laws securing to settlers titles to their homesteads, and with using appro- ri.linn. n-n-ti (tT llliftt niipnni. tn haraS9 innocent settler .with spies and prosecu tions Under fals'r prettnee of exposing fral'ds and vindicAiii.'' the law. Pending the prepara. tion for Stavehood. all nffir-r ,,nf snoud be selected from the bona fide residents and citizens ol the Territory wherein they am to serve. South Dakota should of right bo immediately admitted as a State in the Union, under tho con stitution framed and adontrd hv thJ people, and we heartily indoise the action of the Republican Senate in twice passing bills for her admission. The refusal of the Democratic House of Kepresentatives, for partisan purposes, to favorably consider these bills, s a willful violation of the aacred Amerirnn m-ini-mlo oflocal sclf-covernment. and merits ih condemnation of all just men. The pending bills in the Senate for acts to enable the people of Washington, North Dakota and Montana Territories to form constitutions should be passed without unnecessary delay. This policy will give em. ployment to our labor, activity to our va rious industries, tucrease the security of our country, promote trade, open new and direct markets for our produce, and cheapen the cost of transportation. We affirm this to be far better for our country than the democratic policy of loaning the government money without interest to "pet banks." The conduct of foreign affairs by the present administration has been distin guished by its melliciencyand Us coward ice. Having withdrawn from the Senate all pending treaties effected by republican administration for the removal of foreign burdens and restriction upon our com. meice and fr it t-x!ens.on into better markets, it has neither eliected nor pro posed auy others 111 their stead. Profess ing adherence to the Monroe doctrine, it has seen with idle complacency the exten sion of foreign iollueuce in Central America, uml of foreign trade everywhere am ini our neihhyrs.
