able. Arthur was convivial in hlstitstes,
but he had the sense to see, and was
good enough republican to know,
that a reduction of the tax on lm-
Krted works of art, on garden seeds,
on performing elephants and such
like, was to be preferred to untaxed
spirits.
In his annual report for 188.3, Mr.
Folger mid: "The existing duties
on raw materials to be used in man
ufacture, should be removed. This
can le done in the interest of our
foreign trade." President Arthur
hud three secretaries of the trensury,
Folger, Gresham and McCulloch;
all strict republicans, as republican

all revenue retormers.

tive duties may be relieved without
becoming burdensome. " The orig
inal republican doctrine of 1808 jus
tifies such views. "It is due to tlio
laborer of the nation that taxation
should bo equalized and reduced as
rapidly us tho national faith will ad
mit." This editor has been in the repub
lican field since It was first sit up In
18.10 and has based his political le
lief on Hitch doctrine as the above.
