We candidly Ix'lieve that the greatest good can be eilected by vorking within the republican lines, demandinglof the lMirtytemi)eniteinenandteiii)erance measures as far and as fust as public sentiment will sustain, and the time Is not far distant when the problem will solve ItKjir. TAXATION. The present system of raising rev enue for state purpones makes it im lienitlveupon assessors and County Hoards of equalization to study the values placed iijioii property by oth er assessors, else one county may pay more than its Just proportion of the state tax. If property is val ued a third higher in Mini county than in Lane, then will Linn, by the present plan, pay one third more, proKrtionately, of the state tax. Kadi county should make Its levy lndeeidently of the others. The state tax should Ikj determined, not by a levy of so many mills on all the property of the state, but rather, each eounty.'should be required to pay a specllled sum. That an equitable adjustment of values nmy be secured, a State board of Kqtmllntlnn should bo created, with power to raise and lower for state purposes only, the assessed val ues of the dill'erent classes of proper ty. When thu assessment rolls have all been llled.theHtato Hoard should carefully compare them, and equal ize the values upon an uniform basis. Then derive a ratio of the amount to lie nilH.nl to the whole eoualled value, and multiply each county's oiiunllcil value by this ratio. This would uive mi exact sum which each county would bo required to contribute, mid tlieu county courts could make up the levy of its iivssM'd value, to ral.-etliti amount, and the other sums nece-v-ary to nuvt its current expenses. Hy this system, It would not con cern any assessor toknow the values adopted by the assessors of other counties, and a fair and ju.-t nvss uient of all piiiK'rty, woiihl likely nwiilt. That part of thejirtvent law which exempts iudchtcdix'ss fixini the value of taxable proorty should, un diiubtedly, be nquided. Tun enemlwof theSouth- -among the worst the South has had are the Republican MiiKwiunpi, men who went in and helped noiutnate Hlulue, and then diverted the Hi lmbllean iwrty. They now are all on the line marked out by Thayer lu his New York sinvch, and by t (Milium In liUsptHH'lilu lloxtoti, and by siieh lwiHTiH as the New York Time.
