Warrenton man pleads not
guilty in peeping Tom case
Bail at $2 million

A Warrenton man plead-
ed not guilty Monday to 47
counts that allege he watched
and recorded young women
during private moments from
outside their homes.
Kirk Richard Cazee, 55,
was arrested Friday, April 7,
for the numerous alleged in-
cidents at the Surf Pines gat-
ed community. The victims
include four women and one
man, three of whom were
girls younger than 18 years
old at the time
of the record-
ings. Charges
stem from as
early as May
2014 to as late
as Thursday,

The Clatsop County Sher-
iff’s Office has responded
to nine alleged incidents in
connection to the case since
January 2016. Cazee was ar-
rested on two counts of crim-
inal trespass in February after
camera footage revealed he
was allegedly peering into
windows at Surf Pines. He
was later released.
“It’s very much an ongoing
investigation,” Clatsop Coun-
ty District Attorney Josh Mar-
quis said.
The most recent alleged
incidents partially influenced
the timing of Cazee’s arrest,
Marquis said. He also pointed
to preservation of evidence
and growing concerns from
alleged victims’ families as
reasons for the timing.
Charges include numerous
counts of invasion of personal
privacy, using a child in a sex-
ually explicit display, encour-
aging child sex abuse, crimi-
nal trespass and stalking. Bail
has been set at $2 million and
Cazee is scheduled for an ear-
ly resolution conference later
this month.
Cazee is also facing open
investigations in Multnomah
County and through the FBI,
Marquis said at an arraign-
ment Monday. He works part
time as a nurse at a Clackamas
area hospital and has a resi-
dence in southeast Portland.
He previously had no criminal
history in Oregon.
“Sometimes people are
completely shocked by the
persona someone has,” Mar-
quis said.

NEWPORT — The Or-
egon coastline is again ex-
periencing a “blue tide,”
when beaches are strewn
with an aquamarine layer of
jelly-like organisms. Each
spring, there are innumer-
able bodies of by-the-wind
sailors or Velella velella,
and their strandings are a
regular, but still fascinating
phenomenon on the coast.
Ranging in size from a
few millimeters across to 7
centimeters, these brilliant
blue and purple animals
sometimes wash up on the
beaches in alarming quan-
tities, this “blue tide” poses
far less of a risk to animals
and people than the red va-
riety.
The common name of
OREGON COAST AQUARIUM
Velella velellas, a phenom-
enon in coastal Oregon.
these gelatinous creatures —
by-the-wind sailor — refers
to the clear, triangular sail at
the top of the animal’s body
which catches the wind and
propels it across the sur-
face. Short tentacles hang
from the underside of the
sail. Found in all the world’s
oceans, these animals have
no independent form of
movement and will drift at
the whim of the breeze.

Avenue: A subject is charged

second degree and transported
to detox.
3:29 a.m., 1200 block S. Holla-
day Drive: Police engaged with a
subject parked at the gas pumps
when the station was closed; the
person has no driving privileges
and was warned not to operate
the vehicle.
5:00 a.m., Holladay Drive: A
minor in possession of alcohol
was taken to detox.
8:34 a.m., 800 block S. Holladay
Drive: An assault was reported.
9:23 p.m., 700 block Beach
Drive: Caller reports a man
dragging an intoxicated female
into a house; police responding
say the woman was part of a
group staying at the house; the
man was helping the intoxicated
woman.
11:33 p.m., Highway 101: A
person is arrested on a warrant.

partment: Caller brought in who
is addicted to drugs to inquire
about treatment options. Infor-
mation was given and the pair
went on to pursue their options.
6:06 a.m., 1st Avenue and Roos-
evelt: Police respond to a report
of a suspicious person peering
into parked vehicles. Police are
unable to locate.
6:27 p.m., Beach: Someone
who lost their hearing aid at the
beach reports it.
March 27
12:17 a.m., Huckleberry and
Cooper: A suspicious circum-
stance is reported.
1:15 a.m., S. Roosevelt: A person
who failed to register as a sex
offender was cited.
11:38 a.m., 300 block Avenue
A: Caller reports subject who
shouldn’t be on property left
when asked. Subject gone prior
to police arrival.
2:48 p.m., Avenue A: A subject
was reported behaving suspi-
ciously in a parking garage, said
to be looking at cars and going
up and down the stairs. Police
make contact and find out it is
a gentleman trying to get his
exercise and stay out of the rain.
2:14 p.m., Avenue S: Caller re-
ports transient with a visible foot
infection. Transient tells police
checking he will seek medical
help on his own.
2:02p.m. 1200 block G Street:
Seaside police assist Gearhart
police looking for the subject
of an attempted burglary of
storage units.
10:05 p.m., 500 block Beach
Drive: A subject is arrested on a
warrant.
4:56 p.m., Highway 101 MP 17:
Seaside police assist Gearhart
police with a DUII stop.
March 28
2:39 p.m., Carousel Mall: A 5
year old child reported missing
was subsequently reunited with
its mother.
6:09 p.m., N. Columbia: A
motor vehicle hit-and-run was
reported.
5:43 p.m., 300 block S. Roos-
evelt: Caller reports that three
days prior, 11 youths got out
of one vehicle in the Rite Aid
parking lot and then were not
seen again. Caller suspects they
are runaways. Police advise caller
to let them know if anything

10:36 a.m., 200 block S. Holla-
day Drive: Person reports resting
their laptop on the roof of their
vehicle before getting into the
car and forgetting to take it off.
Laptop lost somewhere on road-
way. Laptop’s owner requests
anyone finding laptop please
take it to the police department.
12:57 p.m., King Street and
Avenue H: Caller reports U-Haul
blocking roadway. Police deter-
mine it is a person moving in
and vehicle is not blocking the
roadway.
3:13 p.m., Avenue U: Caller re-
ports underage party. Resident
of the house tells police he is
cooking. He is advised to turn
music down. No intoxication.
April 2
1:26 p.m., 700 block 25th
Avenue: A deceased person is
reported.
2:56 p.m., Convention Center:
Caller reports a motor vehicle
hit and run, claiming someone
rammed their vehicle and took
off. Police responding say the
report was unfounded and there
was no damage to either vehicle.
April 3
12:22 p.m., 7th Avenue and
Holladay: A transient couple
having a loud disagreement
were warned of disorderly con-
duct. They agreed to separate
for a time.
1:13 p.m., 4th and Prom: A
found seahorse key chain with a
key was turned over to police.
April 4
12:42 a.m., 1100 block Avenue
B: Caller reports unlicensed driv-
er took off with her vehicle.
6:41 p.m., 1300 block 2nd Ave-
nue: Police respond for a welfare
check on a person who dialed
911; the caller is determined
to be intoxicated but not an
emergency; caller said they did
not mean to call 911.
April 5
2:29 p.m., 1900 block N. Roos-
evelt: Caller says people are lying
on the sidewalk near the high-
way; police responding say the
subject is intoxicated and just
wanted to rest. They are advised
to walk their bike and move on.
3:39 p.m., Columbia and
Broadway: Caller reports subject
yelling racial slurs and obsceni-
ties. Police locate individual, who
is intoxicated, and warn him to
knock it off.
April 6
5:24 a.m., Seaside Library: A
person who set up camp in the
entrance of the library and was
found sleeping in front of the
main doors was asked to leave.
The person complied with the
request and packed up their
belongings.
9:34 a.m., 1100 block S. Down-
ing: A theft in the third degree is
reported.
12:09 p.m., 2400 block Queen
Street: DHS reports allegations
of father yelling at children
when drunk. Children in school
and DHS to interview them in
Warrenton. Officer awaiting
DHS to respond to Seaside to
interview father.
9:21 p.m., Avenue K and The
Prom: Caller reports subject
chasing them on The Prom; po-
lice are unable to locate anyone
of this description.
