Volunteers play key role Road jurisdiction examined
in city staircase project

POLK COUNTY — When
cities annex land that was
formerly under Polk Coun-
ty’s jurisdiction, sometimes
the map gets muddy when it
comes to who owns the
roads running through
those properties.
Polk County Public Works,
working with the cities, will
soon begin to untangle the
jurisdictional issues when it
comes to roads.

FALLS CITY — The rehabil-
itation project on Falls City’s
beloved staircase between
Third and Prospect streets is
steaming along, with the help
of a large group of volunteers.
Falls City Mayor Terry Un-
gricht said more than 20 vol-
unteers have helped pour
concrete on nine stairs that
were beyond repair and in-
stall new handrails, a process
which is nearing completion.
When the weather allows,
the stairs will be sealed to fill
cracks, smooth the surface
and protect the staircase.
Painting the stairs — with a
waterfall theme in honor of
the city’s namesake falls —
and the installation of three
benches on landings along
the staircase will complete
the project.
Falls City received a $9,600
HEAL Cities grant to pay for
part of the work. HEAL
(Healthy Eating Active Liv-
ing) Cities is a program that
helps cities through educa-
tion and policy consulting to
create an environment
where exercise and eating
healthy is more convenient.
Work began on the stair-
case in mid-October.
Ungricht said the project
has evolved into a communi-
ty mission, with Falls City
residents of all ages lending a
hand.
“We have been very lucky
county still is trying to locate
all the roads or road seg-
ments in question, which he
anticipates will only be a
few. Once found, the county
will approach cities to possi-
bly discuss transferring ju-
risdiction — which would
require board of commis-
sioners and city council ac-
tion — or at least the main-
tenance portion.
Whitaker said the con-
cern for the county is that
annexations often are part
of development projects,
which eventually lead to
heavier traffic on those
roads.
“The county road depart-
ment isn’t set (up) for urban
traffic,” he said, noting the
county doesn’t have a street
sweeper to clean roads or
experience dealing with
storm drains common to
urban areas.
Whitaker added research-
ing who owns the road seg-
ments can help clean up
poor record keeping for both
the county and cities.
“Sometimes these don’t
get recorded … and it ends
up not getting maintained at
all,” he said.

in the skill levels of our vol-
unteers,” Ungricht said, not-
ing professional welders and
a carpenter have offered
their expertise to help com-
plete the project.
“It has turned into a real
communitywide project,” he
said. “Every day the volun-
teers are out working and
people are stopping by and
telling of their memories of
events that have happened
on the stairway. The stories
cover all ages of Fall City res-
idents and go back decades.”

its recent 2015 Annual
Awards Dinner.
Dallas City Councilor Ken
Woods Jr. was presented the
Gwen VanDenBosch Re-
gional Leadership Award.
The award recognizes an
elected official in Polk, Mar-
ion or Yamhill county who
demonstrates outstanding
leadership in regional and
intergovernmental affairs.
Woods has served on the
Dallas City Council for 33
years, Mid-Willamette Area
Woods
Irvine
Commission on Transporta-
tion (MWACT) for 19 years,
and on the League of Ore-
gon Cities’ Transportation
Committee, which considers
statewide legislative trans-
portation issues. Woods has
also served as a trustee on
the board of directors of
City-County Insurance Serv-
ices (CIS), a local govern-
ment insurance pool.

Irvine was chosen for the
award for his work in eco-
nomic development both in
Independence and in Polk

ence; and supervised and
helped direct the city of In-
dependence’s cultural liai-
son intern.
