The editor of a London news paper wrote to Admiral Dewey some time ago for an expression ot opinion upon Great Britain's "im perial" policy that is her policy of establishing colonial governments over inferior races. The admiral replied, under date of December 1 8, as follows: "After many years of wandering I have come to the conclusion that the mightiest factor in the civili zation of the world is the imperial policy of England." If Great Britain extends the blessings of civilization by the establishment of governments which give the natives peace and protection, why shall not the United States adopt a similar policy? Toledo Blade. SCHOOL SAYINGS. Last week was devoted to examina tion in alt grades. The teachers report that nil pupils, with a few exceptions in some grades, passed satisfactory examinations. Through the kindness of Miss Hattie Thompson a reporter had occasion to look at a copy of No. Vol. i of "Soldiers Letter" monthly magazine published ; Manila. It is a neatly gotten up book of 40 pages, and is dedicated to the publication of matters of interest to soldiers and those who are interested in the soldiers. The title page of the magazine presents a picture of a soldier boy setting upon a box labeled "Roast Beef," in front of his tent, deeply in terested in the contents of a letter from home, which he holds in his hand. The only suggestion that the "alligator" editor of this paper feels like offering the management of the "Soldier's Letter" is that the label "Roast Beef be hereafter omitted from the title page and in its stead "Embalmed Beef be placed thereon.
