The Pacific Journal, of Ilwaco, says in Its last Issue: "The question of the jurisdiction, of the Columbia river was heard by Judge Bel linger and Judge Hartford last Monday; up to this time o decision has been ren dered. Whatever the decision may be, however, it Is not likely that it will be accepted as final, for although it is con tended by McGuire that it is a friendly suit, the Oregon papers (since they heard the arguments) openly admit that the decision Willi not be accepted unless it is rs they desire." This is Tldloulouf nonsense. The Jour nal knows very well that It was stated before ever the case was beard' that the intention 'of Mr. McGulre In forcing the suit was to obtain a decision one way r the other which he doped would be appealed to the supreme court and there settled for all time. If the people of the state of Washington are beaten by the decision rendered by Judge Bellinger, everybody hopes' that they will appeal the case at once. If the Oregon com missioner gets the worst of the present controversy, then the people of this state look to. him to force the issue and tike it ' to Washington . iMost certainly the Oregon papers have saZd and will say again that "unless the decision Is as they desire, it 'Will not be accepted."1 But tiny Intend to act in this manner not . from any degree of personal interest, but simply in order to bring to Its conclusion an argument that is becoming very tire some and nauseating to all sensible peo ple. Mr. McGuire,' referred to as the "kid naper" and sundry other things too nu merous to mention, seems to be still the devoted victim on whose head most of the abuse continues to fall. ' In fact, it looks to us as if the cause of our breth ren over the river is up a very tall tree when they can find no other way to ketp up the noise than by slobbery ti rades of abuse that are both monotonous and silly. The Oregon commissioner has done all that he promised to do. He told the Washington authorities that he would give them the opportunity to finally set tle the matter before the courts, and he did It. Their turn has come, and they wilt either have to force the question to a finish and show their good faith, or accept an adverse decision of the lower court and keep quiet. As far as the Oregon officers are con cerned. If beaten in the present case,' they will accept no adverse decision but will do the only square thing and speedily push the whole subject to Its Anal stage. There Is nothing equivocal about that. On June 28 ended the tenth month of the work of the new tariff law. And its record is indeed a sorry one. Although it went into operation with, the whole couutry waiting to buy goods which it was expected to bring In lower rates, it shows for Un months smaller treasury receipts than did the IMcKlnley law In the corresponding ten months of last year, and infinitely less than did the Mc Klnley law in Its first ten months. As a "record breaker" the Wilson law stands triumphant, but It Is a record of badness, of an enormous deficiency. And) this, too, in the face of smaller expenditures by the treasury than in the same period for mwny years. Not for years have the expenditures been so low as during the months in which the Wilson law has ben in operation, yet it presents as the not results of the ton' months a deficit of 2,007,131, hesldas omitting to make the usjal payment of $48,000,000 on the sink' V lng fund. No month in the history oi the treasury for a quarter of a century has shown such small receipts as did many of the month since t'h new law went Into effect. IHad it been compelled to meet the ' demands made upon the treasury under former tariff laws, the deficiency would have been many mil lions greater. The chango In sentiment favorable to the sound currency cause Is especially marked In the South, "which has been the stronghold of free silver outside of the silver-producing states. AH trust worthy information from that sed.lon ' Is to the effect that free silver sentiment Is steadily declining. The action of the Keutucky Democratic convention ha had, as was expected, a roott excellent effect In this direction. The declaration of the Democrats of that state against free sliver, afur one of the most vigor ous contests ever made on any question, was a trumpet blast for a sound curren cy that was heard :n every state of tht Sou-h with telling effect. Three months ago the state of Georgia would have giv en a majority for fre sliver. It is be lieved by those who are welt informed tha. if the question were now submitted to the vours of that state a very large !.).. .r'.'.y would be found cgalnst free silver. A few weeks ago the free silver men of Georgia issued a call for a con vention of Democrats iwho favored the free coinage of silver at the present ra tio to meet at Atlanta today. Thus far the Indications are that the proposed convention will be a flat failure. All over the South sound money dubs are being uigacLiid, And accessions to the number of sound money newspapers are of almost da.ly occurrence. There is no doubt there has been a great falling off In free sliver sentiment In the northwest, and it is by no means certain that even In the .lvr prod'uclng states It is as strong today as it was a month ago. Certainly it seems to have lost some of Its aggressiveness, Judging by the fiasco of the Denver Dem ocratic free silver convention. Th moot effective argument against the free sil ver fallacies is the Industrial and busi ness Improvement, and tins Is everywhere exerting Its Influence in behalf of a sound currency. We shall know by to morrow what effect the common sense reasoning of the last few months has had on the Democrats of the state of Geor gia. . An effort is to Ibi made to form "Silver Knight" lodges In as many places as possible throughout 'the land. Access to the lodge rooms Is to be gamed only by means of passwords and signs, and the discussions are to to! kept se cret, but It w.ll ibe left with the different lodges to decide whether or mot they will maintain sscrecy in regard to the local membership, as the A. P. A.'s are said to do. This secret society claptrap may at tract a few of the more silly ones among the pople who have listened with more or less approval to the false statements and bad logic of the old propaganda which now Is trying to take on a new form. But It hardly will Increase the number o'f the deluded ones, and if "dis cussions" be permitted and encouraged at the lodge meetings the result Will be a split Inside the) ranks. For thi mem bers will not spend the whole of their time In those lodge-rooms, but will hear more or less of what is said In favor of honest moniey where not grips or pass words are needed to listen to the truth.
