This excerpt of conversation is rendered possible and frequent in this interesting state by a remarka ble law, whose execution presents some strange phases of the various moods of juBtice. This is the law comprising sections 1213 and 1214 of Mansfield's Digest: "When any person shall be con victed of any misdemeanor under the laws of this state by any court of competent jurisdiction the court shall render judgment against the person convicted, which judgment shalljdireci that the person convicted be put to labor in any manual work house, or any bridge or other public improvement, or that the person be hired out to some person, as herein after provided, until the fine and costs are paid, which shall not exceed one day for each 75 cents of tho fine and costs. It shall be the duty of tho sheriff and constable, immediate ly after tho conviction of any person of any misdemeanor, to proceed at once to hire said person out (it tho fine and costs are not paid or secured) to some person, company or corpora tion." J. M. Chatworthy of this city is the latest victim of this process of au thorized slave trade, and a descrip tion of tho scene which his case pre sented forms a fair exponent of the general method employed in these sales. Mr. Chatworthy had found it ex pedient, in the interest of greater personal security, to carry a revolver on his person. This fact was devel oped in an unpleasant manner about a week ago, and Mr. Chatworthy was brought up before Justice A. 0. Hore ly. The case against bim was clear, and according to tho laws ho was fined $50 and costs, making a total of S55.50. Mr. Cbatworthy could not furnish the money or security for it and he was put up for sale. Tho event was duly advertised, and when tho hour for the sale arrived it was found that tho constable who was to do tho "outcrying" was a col ored man. His efforts to disposo of his whito victim at a high figure pre sented a spectacle which has proba bly never been duplicated in this country. One of the first bidders was another colored man who wanted a hand on his farm. Ho offered to pay 15 cents a day for the use of Mr. Chatworthy. Ho was raised 5 cents, but before securing tho raise he began making inquiries as to what tho man had been convicted of. "What is tho man's offense?" he asked. 'He was carrying a revolver on hi3 person," replied his calored conferer, the constable. "That settles it," replied the bidder. "I don't want any hand to help me if he carries a revolver." The contest then narrowed down, and finally Mr. Uhatworthy's serv ices were sold for the magnificent sum of 25 cents per day. Mr. Chatworthy is now serving his term.
