The latter was wrecked off Capo Hat terai on tho 20th nit. Her sailing master. Captain Thomas Ingersoll, the first mate, the steward and two seamen were drowned. Captain John Whealton, Jr., of the Kelsey at the peril of bis own life, rescued tho sur vivors after they had been clinging to tho frozen rigging forty-soven hours. A writer in the New York Star says of Eugene 'Wetherell,Emma Abbott's husband, who died a week age: "I knew 'Gene Wetherell. I think he was the luckiest roan I over saw in my life. I ran tho Springfield, 111., opera house one season, shortly after Wetherell took chargo of his wife's company. He was anxious to leave town early ono morning. Tho com pany was expected the next week. He was on his way to Kansas City and had stopped over to see about n trifling matter his advance agent had overlooked. Ho wanted to take an early morning train, but tho clerk at the hotel forgot to call him. When I saw him at the hotel office about 9 o'clock he was storming around liko a wild man. He said ho had a real estate trado in Kansas City that he would have to attend in person, and this delay might cost him S 10,000. While we wero talking n dispatch came for him from New York, lolling him of a prospective fall in a railroad stock he was interested in. It would not have reached him if lie had taken the train. He closed out his stock at a profit of S5.000. That afternoon ho took tho western train. I didn't see him for three months after that He told me then that his delay of a few hours in Springfield, instead of harm- ins his trade, had made the real es tate seller more anxious to dispose of his property than ever, and he bought it 52.000 below the pneo hrst agreed unou. In the United States district court this morning Charles Kellogg plead ed guilty to acting as pilot without a license, and was need iuu It appears from the complaint that on tho 9th of last November, and at various other times between that date and December 10 he took chargo ot the steamer known as the Joseph Kellogg, which ran on tho Willamette and Columbia rivers, nnd handled her as master. An 1'iiaiisnerable Ainmcnt Against Exemption. Astoria, Feb. 8. '69 Editor Astorian. In an editorial of yesterday's Ore gonian in which Governor Pennoyer is scored for vetoing the Portland water bill, an effort is mado to argue that it is not unconstitutional to ex empt the water bonds of the city of Portland. I say an attempt 13 made to argue, because no argument is made, none can be made, on that side of the question. Tho Oregoniun ad mits that tho bonds, when disposed of, become private property, aud if that is true it admits the whole case away. Whenever they become pri vate property, they become taxable, under the constitution, and the legis lature has no power to exempt them. Any attempt to do so is an attempt to overrido the constitution. But the Uregonian urges this course. That journal, which claims to be, and is the leading journal of tho north west urginn the members of the legis lature to disregard their oath", and do violence to the constitution of the state is indeed to bo regretted. It urges that if these bonds are taxed it will drive them out of tho state where I they cannot be reached; but it fails' to remark, that in th.it event, the money ot Portland, aud which would ! otherwise purchase those bonds will I remain subject to laatioii by the ' state; that is to say. if the bonds are not taxed, tho rich mph of Portland will put Sl,500,000of their money into these bonds, and thus place it where it can't be taxed. But tho Oregoniau says it will mure to the benefit of the city of Portland. That is true, and we who do not live in Portland, will be called upon to help pay for that benefit to Portland by helping to make up tho amount ol stalo tax. lost to the state by tho withdrawal or that 81,500.000 from ihe taxable prop erty of Multnomah county. Then every other municipality in the state will follow in tho path mapped out by the municipality of Portland, nnd we who live in incorporated towns and cities will ride m chaises and the poor unfortunates who live outside will walk -v " up and pay their exira taxes. I have heard it argued that this 81,500,000 which will go into those bonds is not reached, at tho present time, for purposes of taxation; but that it is covered up. Well that may bo true, but our legislature could spend its timo moro proutably m trying to find some means to reach such property for tho purpose of tax ation, than iu trying to exempt it, in violation of both tho letter aud the spirit of the constitution. The Multnomah delegation in tho legislature havo urged the passage of this bill on the ground that it will give the poor peoplo of Portland cheap water. Other members should consider that if it succeeds in that respect it will ba at tho expense of other poor people, who reside outside of Portland, and are obliged to pay taxes, and are as much in need and entitled to consideration as the poor people Qf Portland. It was in relatiou to the death of Judge Handy, aud tho writer of it, supposing truth was de manded, said the deceased was an old loafer, bummer, drunkard and dead-beat, and that ho was found dead beside a jug of whiskey. The friends of the deceased we:o justly indignant at this expose, although they do not dispute the charges. We are very sorry that anything of the sort should happen, and are now preparing an article for next week, m which the Judge is complimented for his sobriety and love of cold water praised for bis honesty aud integrity complimented for his public chari ties, and referred to as one of the most upright men west of Chicago.
