Washington, Feb. 8. The hous.e of representatives, after a long dis cussion, has rejected the Barnes' amendment for the transfer of the In diad bureau to the war department. Quarantine against the plague has been ordered in all Spanish ports. Berlin, Feb. 8. Twenty-two hun dred Catholic ladies of tho Rhine provinces have forwarded a petition to the emperor against the suppression of the Ursuline convents of Nonnen vrerth and Trawler. Rome, Feb. 8. Cardinal Guibert, archbishop of Paris, reports his inter view with Grevy as cordial, but says that tho radicals will insist upon the separation of church and state. London, Feb. 7.
