Williams, Oreson' s errand old man, who served as attorney general in the cabinet ot President Grant paid the following tribute to Presi dent McKinley in his speech at Hillsboro, Saturday afternoon: I believe in PresideMt McKin- lev, and I want to see him re elected. I do not claim that he is the embodiment of human wisdom and not liable to make mistakes like other meOj but I do say that he is honest able and patriotic, and in my judgment has made an excellent president To pick a flaw here and there in an administration is no just way to judge its merits, but all of its acts should be taken together and the result of these made the criterion by which to judge ot its1 merits or dements. There never has been and never will be an administration entirely free from faults and er rors. .Napoleon said success was the test of merit and whethsr this be true or not it accords with th? common judgment of mankind 'and with the juaginent of the people of the country as to the administration of public affairs, and I say that no admin istration of our government has been more successful than the administration of William Mc Kinley; successful in the achieve meat of peace, successful in the operations of war. No one so far as I know questions, the in tegrity, patriotism and good in tentions of the president, but some say that he is weak, vacil lating and too anxious to find out and follow public opinion. I recollect distinctly when the same charge in substance was made against Abraham Lincoln. Wade, Chase and many others said that he lacked backbone and was afraid to do what was right, that he was waiting to find out what the people wanted and much more to the same effect, but subsequent events demon strated that it was good judg ment and not weakness that dic tated his course. Bullheaded ness is not the highest quality of statesmanship. I hold as a gen eral proposition that the presi dent has no right to enforce his individual opinion against the will of the people, and contrary to the judgment of congress. His functions as proscribed by the constitution are to make recommendations to congress and execute the laws, and if congress does not accept his recommendations it is not his duty on that account to engage in a war with that body. He may accept the judgment of congress, though contrary to his own opinion, and at the same time be a strong man and a statesman. The veto power was intended to be exercised only in exceptional oasos. When the president of the United States! undertakes to say that everybody and everything shall bow to his will we shall have so far as he dan bring it about what France had when Louis XIV said, "I am tho state. ' ' Ex-Senator Hill said, referring to the dictation ot Bryan to the democratic con vention, that individual im perialism was as bad as national imperialism, and I agree with him. President McKinley has ex hibited all the firmness neces sary to the success of his admin istration. He has made no theatrical display of indepen dence to earn the praise of a few mugwumps, but by a careful and conciliatory course has pre served the unity of the republi can party, enabled it to fulfill the 1 7 ,aa W piuunscs lnauc m loyo ana pro pared it for victory in the com ing presidential election. If republican principles and poli cies are worth anything; they are worth preservation and they cannot be preserved and put in force without preserving the in tegrity of the party by which they are supported. LET LAWTON ANSWER. The Times has published Mr. Bryan's answer to the charge that he has encouraged Filipino resistance to American authority, and asks "if what Mr. Bryan says is not true, what is the truth?" No better answer can be given to the query of the Times and to Mr. Bryan, than the following extract from a letter written by General Lawton about two months before he was shot: "I would to God that the truth of this whole Philippine situa tion could be known by every one in America a3 I know it. the real history, inspiration and conditions of this insurrection, and the influences, local and ex ternal, that now encourage the enemy, as well as the actual possibilities of these islands and peoples and their relations to this great Bast, could be under stood at home, we would hear no more talk of unjust "shooting of government" into the Filipi nos, or of hauling down our flag in the Philippines. If the so called 'anti-imperialists would honestly ascertain the truth on the ground, and not in distant America, they, whom I believe to be honest men. misinformed, would be convinced of the error of their statements and conclu sions, and of the unfortunate effect ot their publications here. If I am shot by a Filipino bullet, it might as well come from one of my own men, because I know from observations confirmed by captured prisoners that the con tinuance of fighting is chiefly due to reports that are sent out from America." If the Times is honestly try ing to ascertain the validity of the charge against Mr. Bryan, it will be convinced by the testi mony of Lawton. "If it is satis fied that Mr. Bryan is guilty, it is trying to deceive its readers who may not be in possession of all the facts and ought to be ashamed of itself. Who can question the honesty of opinion voiced by the fearless, noble Lawton, whom all the nation mourns? Without politi cal ambition, and without object or purpose beyond that of faithfully serving his country, he speaks out the blunt sincere feelings that welled np from his big heart and are confirmed by intimate acquaintance with the facts he unselfishly discusses. BRYAN ANSWERS SCHURZ. Carl Schurz has made another reply to Secretary Gage, in which he" attempts to hoodwink himself and other gold standard men into the belief, that if elect ed Mr. Bryan will not be able to undo the splendid work accom plished by .this administration for our ourrency system. Mr. W. J. Bryan is probably the best authority to speak upon this question, and his words are a sufficient answer to Mr. Schurz. Mr. Bryan savs: "If there is any one whe be lieves the gold standard is a good thing, or that it must be maintained, I warn him not to cast his vote for me, because I promise him it will not be main tained in this country longer than I am able to get rid ef it." Our contemporary quotes from that portion of the president's message concerning trusts, and asks, "What is honest co-operation?" Well, just now Bryan organs are telling us that Mr. Jones' cotton-bale trust, Mr. Croker's ice trust, Mr. McLean's sugar trust, Mr. Valentine's ex press trust, etc. , is 1 'honest co operation." The question arises, would Carl Schurz have been so solicit ous about the welfare of the Fili pinos if Germany had been suc cessful in her designs upon the islands?
