If it could, the reservoir could not held the water. Therefore most of our flood water, rich in sediment, flows wastefully to the sea. All this happens while in the greater portion of Umatilla county biennial crops are raised because the moisture supply is inadequate for annual crops and at times there is not enough rainfall to insure a good crop even on alternate years. The answer of course, is storage facilities that will impound the flood waiers and permit it to be utilized where needed. It is not particularly a live issue now because at present prices v. heat raising is very profitable. Wheatmen have no desire to go into irrigated farming just at present.
