onic, and so on, would be a later
development.
Another committee appointed by
the last commonwealth conference la
expected to recommend a bill to pro
vide for Incorporation of any city and
Its tributary watershed area Into a
district, for water power develop
ment The purpose Is to bring about
more extensive and cheaper use of
electricity In town and country; also
to make power more readily and
cheaply available for factories. The
league of Oregon municipalities,
which Is to take part In all the sea
slona of thla conference. Is especially
Interested In hydro-electric legUIa
tlon. The various elements Interested In
state administration wilt probaMy
recommend n more centralized sys
tem of state adminlHtratlon. Hureaus,
boards. commUslons, and departments
doing work of the snme general class
may bo recommended for federation
under central heads. Ftate officials,
members of the varlou bodies af
fected, lcKlelutors. citizens generally,
granites, and clubwomen are to par
ticipate In this dlHcuKxion. The In
tention of the legislature to take up
such a reorganisation of state admin
istration has already been announced
by members of tho Multnomah dele
gation. I'rofestior Young, who Is a member
of several of the conference commit
tees, on behalf of the cltlxens who
will ntillxe the University hall as a
meeting place for these discussions,
requests the attendance of all Inter
ested citizens of public spirit who can
come.
Governor-elect Wlthycombe will

It Is not entirely certain thnt It
can get them both from Russia,

pliendy pretty effectually conquered
llukovlna. and may want to keep It
for hlniHclf.
This undoubtedly explains why
Roumanla has kept out of the war
ro long. The people do not take
Into consideration the fact that any
material advantage may be gained by
waiting, and are very Impatient. Rou
manian diplomats, however, are anx
ious to wait until some very critical
stage for the allies, and especially for
Russia, Is reached. They figure that
they can drive a better bargain at
huch a time.
