ular adjourned meeting of the Com
mon Council of The City, of Pendle
ton, held on October 3rd. 1913. the
following Resolution was adopted:
"Whereas the surveyor of The Cltv
of Pendleton, did on the 3rd day of
uctooer, is 13, under direction and by
requirement of the Common Council
file plana and specifications for an
appropriate Improvement of Alta
Street from the West line of Main
Street to the West line of Chestnut
Street and of Chestnut Street from
the South line of Alta Street to the
North line of Webb Street, In s"ald The
City of Pendleton, together with the
estimates of the work to be done and
the probable cost thereof, with a
statement of the lots, parts of lots
and parcels of land to be benefited by
such improvement, and the percent
age of the total cost of Improvement
which each of such lots, parts of lots
and parcels of land should pay on ac
count of the benefits to be derived
from such improvement: and
Whereas, the Council has examlneJ
such plans and specifications and
found the same satisfactory and the
estimates therefor to be in accordance
with the probable cost of such work:
and
Whereas, the property recommend
ed by the City Surveyor to be Includ
ed within the boundaries of the dist
rict benefited Is, in the judgment of
the Common Council property to be
included within such improvement
district, and no property is excluded
therefrom which should properly be
Included therein; and
Whereas, the Improvement of the

Alta Street and Chestnut Street with
gravel bltulithic pavement is at this
time necessary; therefore, be it

Webb Street by paving the same with

pavement to be made and laid down,
and the street to have curbs and gut
ters and all other things. In accord
ance with, and as shown In the plans
and specifications for the Improve
ment of said portions of said streets
prepared by Geary Klmbrell, City
Surveyor, filed with the City Recorder
on the 3rd day of October, 1913, which
plans nnd specifications are hereby

al head of steers were sold in the
North Portland yards yesterday at
$8 25 and one head at 19. These were
of extra good quality but the deal re
flected the better feeling In the trade
generally.

There was a very heavy run of
livestock generally in the yards over
Sunday with totals of 62 cars. The
big run of cattle entered the market
with a very good tone and sales made
during the early part of the trading
indicated a general advance of a dime

Of special Interest to the trade to
duy was the arrival In the yards of
five loads of calves from a lower Co
lumbia river point This Is the great
est bunch of calves ever sent to mar
ket from one section since the local
yards wre established. The ship
ment was made by George W. War
ren, the well known livestock man
of Warrenton. The shipment was a
through one and tarried In the yards
only long enough to put In proper
condition for forwarding The ship
ment goes to George Dixon, the prom
inent Prlneville feeder and shipper,
who will put the stock on his exten
sive range in preparation for the mar
ket at a later date.
This shipment is said to be but the
beginning of an extensive plan to
restock the range of central and east
ern Oregon. Advices from the in
terior Indicate quite heavy purchas
es of Nevada cattle which will be put
on the range in central Oregon. Some
very heavy purchases have also been
made In northern California and in
the Klamath country of Oregon
There are heavy supplies of feed In
the Interior and but few caftle to con
sume it. Feed is cheap and cattle
scarce, therefore, some of the most
prominent Interests of the Interior are
bringing the cattle to the feed.
Pureha-sea of feeder stuff have been
unusually heavy of late, but the move
ment has really Just begun. Every
one In the interior Is becoming inter
ested in the proposition.
There. was a steady to strong tone
n the cattle trade at South Omaha
today, top steers reaching $9 25 and
best cows and heifers $7.25.

PORTLAND Ore., Oct. 14. Yester
day was a legal holiday In all of the
big American centers and all grain
exchanges nrs well as stock markets
wero closed. Little business of any
character has developed recently In
the home market. A small amount of
oats is reported purchased around
$24 a ton for No. 1 feed. California
speculators are unloading their hold
ings of this grain as well as wheat
and naturally this is keeping the price
to the minimum.
The entire barley trade Is quiet but
brewing is stagnant at lower prices
generally. No. 1 feed is finding a few
takers at $24 a ton tidewater track
delivery, but no business has been
confirmed recently for brewing. Quo
tation on the latter has been reduced
to $25 25.50 a ton local track. As a
rule, farmers are not pushing the sale
of either oats or barley.
Wheat prices continue on a nomin
al baBls. A few lots of extra good
stuff have been reported sold in a
limited way at 78 1-2 79c bushel
tidewater track, but the general quo
tation hangs around 78c today. Blue
stem bids are nominal at 87 1-2 ST 88
cents.

claring that the operation showed the
appendix had been removed.
The second operation was perform
ed after Mrs. Murray was ordered to
pay Dr. Hoxsey $285 for performing
the first operattion. Rather than pay
for an operation in which she alleges
that the surgeon removed her appen
dix without her authority, she sub
mitted to a second operation to ob
tain evidence to support her conten
tion that her appendix really haa
been taken out.
