Cake and for Taft Delegates to the National Convention. That Senator Fulton and hla friends will work vigorously for the election of H. M. Cake to the United States senate, is shown by the fact that the senator has opened headquarters in Portland and will conduct a campaign for Mr. Cake's election and for Taft delegates to the republican conven tion. The Oregonlan says of the matter: Senator Fulton today will establish ' headquarters in the Imperial hotel for the double purpose of assisting In the election of 11. M. Cake to the United States senate and securing the selection of a delegation to the re publican national convention that will be in the interest of Secretary Taft for president. C. W. Halderman of Astoria, secretary to Senator Fulton, reached Portland yesterday and en gaged rooms 604 and 605 at the Im perial for the campaign. "I received a telegram from Sena tor Fulton directing me to come to Portland and open headquarters for him," said Mr. Halderman yesterday. "It will be impossible for the senator to be in Portland personally, but I am Instructed to assist the candidacy of Mr. Cake for senator in every pos- Eldrrd R. The fight In this county is proba bly one of the warmest which has ever been carried on and as a result there Is considerable "bad blood" manifested on both sides. A large number of the prominent wheel hors es of the republican party have "bolt ed" from the support of the machine, claiming that they will have nothing whatever to do with the knifing of Senator Heyburn. The public disclosure of the fact that the leaders of the machine had been holding secret meetings with the view of selecting Taft delegates for the primaries who were unfavorable toward the Interests of Senator Hey burn was the cause of many of the Bible way, and Senator Fulton requests j old tfme politicians and standbys of his frlf-nds to do likewise. Senator Fulton of course, wants a delegation sent from Oregon to the republican national convention at Chicago that will be favorable to Secretary Taft. He has announced the fact publicly and his friends will do what they can to get such a dele gation. It does not mean an 'in structed" delegation, necessarily." Mr. , Halderman denied that his coming to Portland should be con sidered as an organized effort on the part of Senator Fulton to dominate the state convention or to antagonize Senator Bourne. He insisted that his mission In opening headquarters at Portland at this time Is solely for the purposes of requffMng Fulton's friends to give thi-ir -very assistance to Mr. Cake's candidacy and election, and at the same time work for the selection of eight delegates to the National con vention that will not be unfriendly to Taft. East Oregonlan, phone Main The Waitsburg Farmers' Union Warehouse company has let a con tract to the Kerr-Gifford company of Portland, for the construction of a house on the O. R. & N. at this place, says the Waitsburg Gazette. The house will be 60x100 in size and Is to be completed by June 1. A M. McCoy secured the contract for the number. The contract calls for the house to be ready to receive grain. The house will be located on the sid ing just above the crossing west of the station. The house will be well constructed and fire proof roofing will be used. . The Farmers' Union Warehouse company has also purchased the Northern Pacific warehouse at Hunts ville. the purchase being made Wed nesday. This gives the company two houses at that point, they having al so purchased the Puget Sound com pany's house there. They have also bought the same company's house at Coppel. This season the company will ope rate six houses at the following points: Coppel, Waitsburg. Huntsvllle and Bolles. In this city they will have houses on both transportation lines, having leased the house on the North ern Pacific. The old houses which the company has purchased will be repaired and placed In first class condition. Wheat pliers will be. For a number of years the bureau of plant Industry has been carrying on Investigations to determine what can be done to Improve the stock ranges that have become badly de pleted through overgrazing. In this work considerable attention has been paid to the grazing conditions In the mountains where the problem of sum mer pasturage Is of very great Im portance In the production of beef and mutton. A careful study of the conditions Involved In these areas has led to two general conclusions: (1) On the mountain ridges, where the soil Is usually very shallow and close to bed rock and is of more or less sterllo na ture, very Utile can be accomplished in the way of range Improvement. While reseedlng may sometimes prove practicable, such Improvement must ordinarily come through eoreful protection from overgrazing, In brder that the original vegetation may bo given a chance to restore Itself. (2) In the mountain meadows'and park like areas, where there Is ordinarily a good, rich, loamy boII, there nre very great opportunities to increase the quantity of feed produced, and this Increased production enn very largely be secured by reseedlng. In connection with these Investiga tions u range experiment station was established in the Wenatche moun tains In Washington state In the fall of 1 S02. at which time seeding ex periments were begun. These exper iments were carried on cn-operatlvely by the Washington Agricultural Ex perimental station and he bureau of plant Industry. The following year other experi ments were undertaken In the Sierra wheat-grass, timothy and redtop that have shown themselves to be of some Importance In the restoration of mountain grazing areas. Timothy and redtop have proved to bo of great value for this purpose. . These two grasses can be Introduced at a comparatively small cost, will furnish satisfactory yields, and will readily withstand moderately heavy grazing. In addition to carrying on the ex periments here described, the writer has spent considerable time In study ing the forage problems In the Cas cade and Sierra Nevada mountains, and In making careful observations as to what has been accomplished by various stockmen and farmers In re seeding mountain meadows In thut region. Several of these men have greatly Increased the quantity of forage pro duced In such meadows by seeding them down to either timothy or red top or a combination of the two. There are also a number of Instances where these men are raising good crops of hay with which to supply the various lumber, mining or tourist camps. Other Investigations carried on by members of the staff of the bureau of plant Industry show that these grasses can readily be established tnrougnoui the Rocky mountain system. I, figs. 1 and 2) can he brought back to their original carry ing capacity In two to three years' time by reseedlng with tame grasses. (See I1. LL., fig. 2, and PI. Ill , figs. 1 and '2.) There 'are numerous In stances, notably In the Cascade moun tains of Washington, where by the In troduction of such grasses the mead ows can be made to produce more forage than they ever did. Out of the 30 or more grasses and forage plants tested, there are seven tall fescue, orchard grass, brome grass, mountain brome-grass, slender I the country. It Is stated that many , years ago they came down from the mountains almost to the coast, but beyond that their depredations have been practically unknown here.
