A Significant History-Making Move
ment by the United Sta.es.
Pacific Ocean Saved to America by
Eabu3t Policy of Republican
Party.
The preaeut world cruise of Amcrl
cim wnr&hlps is one of the most' inter
esting, important and far ranching per
formances of any administration since
the Civil War. History Udus upon the
prow of tho flagships of this fleet.
Eighty-five millions of people have for
months boon attempting to Interpret
tho movement and solve tho problem
our government Is attempting to prop
erly adjust by this circumnavigation of
the globe. When President Roosevelt
first announced that the fleet of battle
ships was to make the long Journey
from the Atlantic to the Pacific Ocean,
tho Democrats turned prophets of evil
and predicted many disastrous things
would follow ns n cousequence of this
unprecedented move.
Ariiiiiilu mul World Crulne.
The armada took Its departure from
Hampton Roads, Dec. 10, 1007, and,
After a wholly successful voyage around,
the Horn, of about twelve thousand
miles, it dropped anchor In San Fran
cisco Ilnrbor May 0, 1008. Th ships t
that form the four divisions of tho fleet
In this record-making cruise nre: Tho
Connecticut, Louisiana, Maine, Mis
souri, Georgia, New Jersey, Rhode Isl
and, Virginia, Alabama, Illinois, Kear
nnrgo, Kentucky, Ohio, Minnesota, Kan
sas nnd Vermont. To which were add- j
ed tho Nebraska and the Wisconsin, ill-,
ready In Puget Sound, thus making a
fleot of eighteen llrst-clnss modern
.battleships In perfect condition. j
There wore already In tho Pacific,
-and Oriental waters the lino nrmored ,
cruisers West Virginia, Colorado, Ma- j
i-ylund and Pennsylvania. Their two j
Bister ships, the California and South
Dakota, wero also on the Pacific, and
the powerful Washington and Tennes
see went from the Atlantic to Join the
armada, thus making eight nrmored
cruisers to be added to the eighteen
battleships. In addition there were In
the Pacific several protected cruisers,
gunboats and other lesser craft. All
told thero wero ton hundred and fifty
ofllcers and nineteen thousand five hun
dred men.
In duo time tho mnln fleet of war
Hhlps resumed Its western course nnd
111 touch nt tho leading ports of China
.and Australia, passing on east by way
of the west, and coming finally to Mal
ta and Gibraltar, where it will coal
and ultimately return to Its starting
point nt Hampton Itoiuls, eoino tlmo
.surly next February.
In this expedition the Ilcpuhllan
.party has n policy which projects Itself
iar into tho future, hut It is an entiro
misunderstanding of tho whole schemo
to supposo that it is aimed narrowly
or definitely at nny single power. It is
ono of thoso roluiit constructive poli
tics of the party gauged on world Hues.
St Is moro of n notification than n
threat, to all oslstlng governments.
Wclillnu North mul Buuth Amorlcn.
The eyes of tho wprld have followed
our floot with absorbltig Intorest. Ono
of the great advantages gained by this
cruHQ is tb cordial welcome and cloo
acquaintance which it has evokod from
the govornnieuts and pooples of tho
chief republics of I.ntln Amorlcn. To
tho nrnrllinns, the ArsenuncB, uio vm
linns and tho Peruvians, tho mlshty re-1
imbllc of the north had been merely n
iiauio or n dim figure, powerful nnd ,
Iionorod perhaps, but not actually
known. For yours thero had been lit
tie or no vlslblo evidence of the wealth,
or authority of tho United States, in
the chlof ftonth American ports. But
thov wcrfl nil visited b.v swift und
mtaiely liners, flying tho flags of tho
auaruimo p.nw2,rsof Kurope.
At every South American port the
fleet, our navy, our government, our in
stitutions, our people, our nlms, our
industries, our trade every conceivable
thing that Is ours, have been discussed
as they never were heforo, nnd that
without suspicion of our political and
diplomatic Intentions. One business
house in Now York states that its
South American correspondence has In
creased fourfold ince the fleet visited
Rio Janolro. In this case It seems that
trade may follow the battleships.
I'renlileiit Rooiiercll Cxplalttv Move
ment, In a statement In n speech he mnde
in St. Louis, President Koosnvelt took
the public into his confi lence to a de
gree when he said: "California, Ore
gon and Washington have a coast line
which is our const line Just ns emphat
ically as the coast line of NewYnrk and
Maine, of Louisiana and Toxns. Our
fleet 1 going to Its own home wafer-.
In Mm Pacific and alter u stay there it
will return to its own home waters
n the Atlantic. The hest place for tht
naval cfilcer to learn his duties is nt
sea, b.v performing them, and only by
actually putting through a voyage of
thu nntiire. a voyngo longer than any
one liufore nndcrtaken by as larf,e a '
fleet of any nation, can wo find out
Just exactly what is necessary for us to
know ns to our naval needs and prac
tice our ofllcers and enlisted men in
the highest duties of tholr profossion."
AvrulcenlnB of tho Orient.
The Pacific Oconn Is recognized by
nil tar seeing statesmen as the theater
of the world's coming great struggles
for military and commercial mastery.
When China awakens, to the degree
that Japan Is now uw.iko, events pass
ing tho power of the Imagination to
conceive will take place.
As to the palliative and beneficent
effect this cruise may have on China
nnd Japan, there can bo hut ono opin
ion. While Uncle Sam was little con
cerned ahout the minora to tho effect
that Japan was about to descend upon
the Philippines, or posslhiy to make a
demonstration o.. our Pacific coast, yet
ho did deslie, and perhaps is in a
position to Insist, that the Open Door
policy bo maintained lu China. Jap'in
has apparently never been quite recon
ciled to this p'jllcy, and is bald to have
worki d to establish In China tne poll-
cy of 'spheres of infiuYnee." To this
America, with Kuropean nations, stren
uously objected- and does still object.
This Open Door pollc. stands as a
world monument in diplomacy to tne
constructive genius of the Republican
part: William Howard Taft is in full
sympathy with this wnstructlvo policy.
Mr. Tuft on his Inst trip to the
Orient was. given such an enthui.lastlc
reception at Shanghai. China, as was
never before accorded to any lsitlnu'
statesman by olllcl.ils of tho Celestial
Klnu'dom. On that occasion Mr. Taft
made a speech which, in spite of It.
genial tone nnd cautious phrasing, was
nt once recognl.ed as of the highest
International Importance. Said he:
"WE WOULD IIAVD T11H ItUJHT
TO PROTEST AT UMNO KXCLUD
ED FROM THE TRADE OF CHINA
UY. REASON OF OUR INSISTENCE
UPON THE POLICY OF THE OPEN
DOOR. Tho aecpilescenco in this poli
cy of nil the nations interested hns
boon so unhesitating and emphatic that
It Is hardly worth while to spoculnte
ns to how far tho United States would
go In tho protection of Its Chinese
trndo. This feeling Is likely to
find oxpreislou lu the action of the
Ainoricnn government. Tho United
Stntos and tho other powers favor the
Open Door, nnd if they aro wise tne)
precision worthy of tho nne traditions
of American seamanship which speaks
the highest praise. Every man, from
ofllcsr to common sailor, has felt that
the eyes or tho nation nt home were
following him, nnd thnt however mod
est his situation, he must bear himself
worthily ns nn American sailor, In the
stoutest squndron that ever flew the
Stars and Stripes.
There is no question but that this
cruise will bo noted b.v nil commenta
tors of tho future ns one of the most
remnrknble happenings of nny nge.
Even though tho American people have
not fully understood tho signlflnw.
when nil the fncts are known, it will
bo found to linve been one of tho dis
tinctive acts of stntemnnsh!p of the
present Republican administration. Mr.
Taft Is the man to continue this his-tory-mnking
policy of the Republican
party.

There is a remarkable unanim
ity of opinion of Judge Taft in
all parties nnd In all sections.
Men pay tribute to his remark
able ability even where party pol

ns to demnud the espousing of
tho rival presidential candidate's
cause. As nn lllustrntlon W.
Rourke Cockrnn in an Interview
at Boston tho other day said :
"Yes, I shall support Brynn ; he
Is tho best enndidnte the Demo
crats could put up. Taft, how
ever. Is the greatest and hest
qualified nominee ever offered in

The Democratic leaders have beer
for years making loud declnratlonr
against corporations nnd trusts and

stituted no legislative steps in all this

the Republican party, in carrying out
