THE DAIL1 COOS BAY TIMKS, MARSHFIHLD, OREGON, SUNDAY, APRIL 21, 1007. OUTPUT IS LIMITED Accident at Libby Mine Makes Impossible To Operate Full Capacity. it MEN ARE VERY SCARCE And Tills Also Is Causing Sonic Trouble and Annoynnco for Company. Owing to an accident at the Libby mine a few days ago, the place will not be operated at full capacity for at least two or three more days, and on this account the Breakwater will not bo able to take a full cargo of coal thlB trip. This trip she was able to take only fuel coal. The mine Is not closed down en tirely, but only the upper part can be operated. The lack of men to work In the mine Is being felt very much at the present time also. Mr. Chandler states that men are exceedingly hard to get at the pres ent time, owing to the general open ing up of lumber camps in this lo cality. The accident to the mine will cost in the neighborhood of $1,000. It was not duo to carelessness on any of the workmen's part, but Is one of those unlookcd for accidents which cannot be helped. A car fell and broke props and machinery. It comes at a bad time. , LAND DECISION CREATES INTEREST (Continued from page 2.) people of western Oregon at this time. Said he yesterday, in a written communication to The Oregonlan: "Salem, Ore., April 12. (To the Editor). Two able and excellent articles have been published in The Oregonlan recently, concerning th-3 lands granted by congress to the Ore gon & California Rnllroad and ex tending from Portland to the Califor nia line. One of these appeared on January 13, and the other on Febru ary 2 of this year. It Is my purpose to relate the legal and historical mat ter with which these papers dealf. During the last campaign, the matter of these grants was a subject of in terest, and I request opportunity through the Oregonlan to report to the people what I have done thuslai". This grant of many millions of aero of the best lands in the slate wm made by congress prima:-ii to aid the development find setrlement of Oregon, and was intendeJ (o aid the railroad only as a means of aiding the state. This p'irpose of congrefj In making the grant is the ground upon which the neople art1 Justly ask ing that the terms of the grant be complied with am1 tint too Nationo1 government secure its enforcement. The terms of the grant are specific, and it Is no Injustice to ask to have that done which was agreed to be done. The lands were fo br sold in lave And Buy in The Right Place The Flanagan Estate will offer to the public about May 1st that choice piece of land lying between Bunker Hill Addition to Marshfield This is without doubt the very bestpiece of un platted land left on Coos Bay It will be platted and put on sale on or about the above date at prices that are right and easy terms tracts not fo exceed 160 acres to each settler and a a price not to exce?d $2.50 per acre. In miking thin grant congress followed In tt general way Its policy of dealing vlth the public lands and It was clearly inu purpose of con-:r"ts to proent t4 grant being converted loto a land monopoly, either by ho'dlng the lands out of market, or by selling them in large bodies. In company with Senator Bourne, I called upon Attorney-General Bona parte, and presented to him the memorial adopted by the Oregon legislature at Its last HeIon, and made a statement of the cast. About two weeks later we called .inaln upon the Attarney-General and wore great ly pleased to find that he had Investi gated the matter. It Is cur under standing that the department of Jus tice will undertake the enforce ment of the terms of the grant. 1 presented the matter to Hon. Jamc3 R. Garfield, Secretary of the Interloi, and Judge R. A. Balllnger, Commis sioner of the General Land Ofllce, and from the department of the Interior 1 have received a letter, signed by the Commissioner. (Printed in the foregoing.) I laid the matter beforj President Roosevelt and he requested me to prepare for his use a statement of the case. It hardly needs to be lopouted thai the present administration ptunds fo' the enforcement of . the lnws, and that It expects all persons great ard small, to corep v with tlu-i.- provi-J slons. The opening up of those lauds to development and settlement vlll pro vide homes for a great number of people, and will cause some of the best of the unoccupied lands of te state to become available for agri culture, fruitgrowing, gracing and mining. The Orc&oninn has rendered valu able assistance and good rvlce to the people by the publicity it has given the rtnf'Jr, and by the carefiil compilation' of data.
