BOARD OE TRADE.
Hon. W. "W. Chapman in his ex
cellent exposition of railroad mat
ters on this coast in the Portland
Bee shakes up the stomach of the
Portland Board in a way that disin
terested) body must despise. The
Board published in the Oregonian
that it had corresponded with "rari
ons parties" interested in railroads,
endeavoring disinterestedly to se
cure proposals for constructing any
railroad into Oregon. Mr. Chap
man rightly says that the published
proceedings of the Board show that
the only, parties corresponded with
by its railroad committee are those
in some manner connected with the
Central Pacific. It ignored the Salt
Lake road utterly, and smiled like a
villian at the agent of the German
bondholders. The fact of the mat
ter is, as Air., (Juapman and men
who have watched their proceedings
know, tha Portland Board of Trade
is the Oregon tender to the Central
Pacific locomotive. It is doing all it
can to get the .Legislature to impose
a tax of two or three millions of dol
lars on the State as a bonus to the
Centra Pacific company. Of course
the Board is disinterested, and
would ask nothing of the Centra
Pacific company for its services.
Certainly not.

Last week Messrs. A. S. Watt.
Senator, and D. M. C. Gault, C. T.
Tozier and E. E. Fanning Represent
atives from this county to the State
Legislature, went to Salem to attend
the biennial session of the Legisla
ture which convened at the Capital
on Monday, the 11th inst. We
think our representation for good
morals, energy and intelligence,
will compare favorably with that of
any other county in the State. We
predict that they will give a good
account of themselves in the Legis
lature. Identified with the material
and social interests and prosperity
of the people of this county and of
the State at large they will without
doubt work for the interests of the
people who have chosen them for
their Representatives.
TUE STATE PESITESTIAR Y.
The report , of Superintendent
Watkinds. of the State Penitentiary,
gives the number of convicts in the
prison Sept. 1st, 187C, at 104. Re
ceived during the two years, 97; dis
charged. 82; pardoned 1G; removed
to insane asylum 2; died 3; es
caped and at large, 3. The receipts
of the prison, from convict labor,
etc., are $37,521.80; expenditures,
$49,315.95. The total cost of keep
ing each person, 48 cents per day;
net cost after deducting the earnings
of the prison, 13 J cents.
The Supperintendent recommends
the purchase of a fire apparatus for
protection from a recurrence of the
disaster of June, 1875. His esti
mite of expenses for the
ensuing
two years is placed at $40,000.
Scio and Marion station were vis
ited by burglars last week and $3,-
000 were stolen. The thieves over
looked $2,600 in cold in their
haste. They are supposed to be
the same parties that burglarized
McMinnville and the Grove. No
clue to the rascals.

President, are charged with defraud
iog the Government in making their
returns of income during the time
the law taxing incomes was in effect.
Both charges are probably campaign
rumors, made for political capital.
W. H. Haxd of the Dalles Jloun
iameer, says the Standard, intends
to start East soon to claim the hand
of a lady of whom he knows noth
ing, except by a photograph and
correspondence. Quite gullible for a
journalist.
An exchange says that all sorts of
small fruits, excepting peaches and
grapes can be raised in Powder val
ley." How about apricots, lemons,
nectarines, etc? It is not good to
. lie for one's country.
Lawless, the man who has been
sending girls from San Francisco
to Portland for purposes of prostitu
tion; has been fined $1,000 and com
mitted to the penitentiary for five
3 ears.
Boss Tweed has been captured in
Spain and will be surrendered to the
TJ 9: authorities by the Spanish
government.

Tbe Sioux campaign is a failure.
The army is going into winter
quarters.
-A GRANTED.
. ney's petition for license to
sell liquors by the glass in this
precinct was granted last Saturday
after a thorough examination of the
petition and remonstrance and Mr.
W. paid $100 into the Treasury on
- -Monday,
after giving the necessary
bonds, and received his license.
The petition was was carried by but
four names, there being 95 legal
signers on the petition against 91 on
the remonstrance. There were 125
names on the petition and 106 on
the remonstrance but many were
found to be not legal voters in the
precinct. The struggle was a hard
one, and Messrs. Patterson, SherilT
Morgan, S. H. Humphreys and oth
ers, remonstrants, made it a pretty
close fight with Wiley and son, Geo.
Ireland, W. Stewart and others, pe
titioners. It is noteworthy that sev
eral church members, four or five
Good Templars and Golden Rulers
and the Glencoe preacher voted for
the petition. T. H. Tongue was
attorney for the petition and T. B.
Handley fof the remonstrance, and
to say that they fought long and
well don't half express it. Several
ladies made their appearance on the
first day but they soon became tired
of the tedious examination of names
and did not return on the nezU
The examination began on Thurs
morning and did not close until
late Saturday afternoon. The re
monstrants are dissatisfied with the
result and talk of carrying it up on a
writ of error. In this matter the
new
Board of Commissioners had
their ability pretty well tested,

it is the opinion of fair critics that
they are more than average. They
with the Judge are men of decision
and clear discrimination and aimed
to decide the question justly.

ceutly cut in Umatilla county in
seven hours by a single-gear 12-foot
cut header.
The great Eldorado ditch, in East
ern Oregon, is finally completed and
furnishing water to quite au ex
tensive amount ot placer mines.
The ditch is nearly eighty miles long
and through bad management has
cost some $500,000 but should
have
been built.
The wagon bridge across
Willamette at Eugene City is

sufficient to admit of the passage
of vehicles.

The Seattle Tribune of last Satur
day says: "A telegram , from the
Pujallup valley this afternoon con
veyed the startling intelligence that
six cases of smallpox have suddenly
appeared there, to the consterna
tion of the inhabitants.
A Montana paper says: "The
dispatches announce that a commis
sion is coming out to make anoth
er treaty with the Sioux. Novr that
they have slaughtered a battalion of
soldiers, cost the government several
million of dollars, knifed a hundred
or two citizens, stolen thousand of
stock and had a splendid Indian
summergenerally , they will doubtless
be willing to aecept presents and
make a nice treaty to be fed, clothed
armed and prepared for more devil
ment." Mr. B. Sheck, of Dry creek Boise
valley, has a field of barley of 12
acres that averaged 79 bushel to the
acre. Who can raise bim?
Walla Walla supports four brew
eries and twentj-one saloons. There
a e two bakeries but they are not
making much money. The market
is over stocked with bread.
