McMINWVILLE. Or.. April 2S. (Spe cial ) Last night In the Imperial The ater debating: teams of Albany and McMinnvIlle colleges discussed the question, "Kesolved, That the Inter state Railroad Commission should be empowered to regulnte railroad rates, subject to revision only by the higher courts." Albany college upheld the negative of the question and received the votes of two Judges, thus giving mem the decision and the champion ship of the Collegiate Debating League of Oregon. Francis Galloway, of the University of Oregon, presided. The McMlnnville team consisted of C. I". Campbell. Earle Xott and Theodore Anderson. Albany was represented by R. K. Knotts, Will iam Steel and E. L. Jones. Campbell opened the argument, contending that the measure was necessary because it will -eliminate extortionate rates and stop discrimination between places and companies. Knotts for Albany held that the measure "was not necessary and was impractical. Nott then spoko for Mc Minnville. holding that it was prac tical and refuting the argument of his opponent in part. Steel, of Albany, then ppoke on the dangers of such a meas ure and proved himself to be the mdst logical man of the Albany team. An derson closed a constructive argument lor McMinnvIlle, devoting his time to Xho fact that it would not create any new evils. E. I Jones closed for the visitors with the argument that it was unconstitutional. Theodore Anderson closed the debate with the strongcM speech of the evening. Albany excelled in manner of pre sentation, but much of- their argument wan read. McMinnville was weak in form, but consistent. T. Anderson was by far the strongest speaker of the evening. The judges were Professor Bates, of Pacific University, Professor Hopkins Jenkins, of Portland Acad tmv. and Rev. Mr. Vlnclent, of Cor vallls. (Special.-) The Supremo Court today handed down the following decisions: State of Washington, respondent, vs. C. D. Hlllman and L. S. Forrest, appellants. from King County: a new trial granted and a change of venue allowed. The de fendants were convicted of the crlmo of conspiracy In the real estate business, the appeal being based on the ground that whereas the Information charged fraud against a certain person, the testimony showed the fraud had been perpetrated on another person altogether. The Su prme Court says: 'Conspirators cannot be permitted to escape by pleading that, when thev plot ted to cheat and defraud whomsoever might fall a prey to their innchlnations, they did not have in mind the particular individual who was subsequently dc fra tided." Public sentiment in Seattle Is said by the court to have been made so strong against the defendants, however, through tile work of the 'Hlllman Victim Asso elation." that they were entitled to change of venue. Hlllman is rated among the millionaires. The case of Bessie Hlllman, appellant, vs. C. D. Hlllman, appellant, vs. S. P. Steele and J. a. Brown, respondents, from King County, was reversed. Mrs Hlllman sued her husband for divorce. uut later dismissed the suit without con suiting her attorneys. Steele & Brown They brought suit for attorney's fees and recovered $1000 In the lower court. The Supreme Court says: "It is the policy of the law -to eneour ace the husband and wife to compromise and settle their domestic troubles between themselves, and divorce actions should not be kept alive merely to settle the claims or attorneys for fees." "Wright Is under arrest at Baker City After the requisition papers had been issued and placed in the hands of th Kansas officer, the Governor received telegram from nobertson & Nichols, at torneys of Baker City, saying: "Requls tlon George Wrlght bear investigation.
