THE MORNING OREGONIAN, FRIDAY, SEPTEMBER 4, 1914. 13 E ISSUES, IS CHARGE Renublican State Committee Avers Dr. Smith Is Real Corked Candidate. SOME INSTANCES CITED Answers to Questions Fall Short and Address of A- It. Mills Is Garbled to Show Prosper ity, Is Allegation. The Republican State Central Com mittee, through Its press bureau Tues day. ga.ce out the following statement: "The Smith-Chamberlain campaign managers are still running around In a circle, dodging tvery real Issue of the campaign. Dr. Smith's editor thinks it high-class politics to naicuie ur. vvithvcombe as a "corked candidate." The Democratic candidate for Governor i thn nrlsrlnal and only corked canal date in this campaign and the whole Democratic press Is In the cnmA pafflfforv. Not a word can cret from any of them as to what effect the Chamberlain tariff law Is to have on the lumber and dairy ana poultry and other industrial interests of Oregon. Dr. Smith would not even run in the primaries until he had first asked Governor West to puu tne corK. "He is corked up on his speech com mending the numerous vetoes of the Democratic Governors. He is corked when asked to explain how he recon ciles his praise of Governor Chamber lain for vetoing these bills, with his own action In opposing only four out of the 24 bills vetoed. More Questions Cork Him. "He was corked when he delayed answering Mr. ITRen's letter for near ly six weeks and then answered it only when all other candidates were pledg ing neutrality. He is corked when asked to name a single Republican candidate or Republican measure that either be or Senator Chamberlain ever supported. He Is corked when he is charged with urging every Democrat in the state to vote the straight Demo cratic ticket. He is corked when asked why his sponsors in the primaries de nounced Bennett and Manning so bit terly. He is corked when asked to tell the lumber dealers of Oregon whether he stands with Chamberlain for a tariff bill that has increased the shipments of British Columbia shingles over the border from less than 17 carloads a month to more than 370 carloads a month. "He Is corked when he is asked by the dairymen and poultrymen o:.' Lin coln and Coos and Tillamook aid all the valley counties to state his stand on the Question of Chinese eggs and New Zealand buter. He Is corked when asked to explain how American labor Is benefited by a balance of trade deficit of J200.000.000, taken out of circulation here to line the pockets of foreign labor. Answers Fall Short. "And how does his editor answer all these questions? By gleefully giving us a long list of the necessities of life that are costing us more than they did one year ago. And this from one who told us two years ago that the Democratic party would cut the high cost of living and that It was the robber tariff that Increased prices. He Ignores the effect of the European war, and his own Wilson administra tion, which has demanded an inquiry into the conspiracy to secure high prices. Truly the Job of a Democratic editor Is very exhausting and depress ing these days. Litis wonder that he too, is now seeking the companionship cf the sand-fleas of Newport. "We are given a garbled extract from the late address of A. 1 Mills, an ad dress that should have the thoughtful consideration of every Oregon voter. His declaration that the financial con dition of the country was never sounder than it Is today is absolutely true. No intelligent man disputes it. There Is not the slightest danger of a finan cial panic, and our editorial friend de liberately omits to call attention to the statement of Mr. Mills that the danger of any panic at this time Is eliminated by the Aldrlch-Vreeland currency law passed by a Republican Administration In 1908. He also carefully omits Mr. Mills' statement that his prediction of freedom from panics does not mean that there will never be tight money again, or business depressions. Depressions Due to Politics. "The fact that our financial condition Is sound simply emphasizes the con tention of this committee that the ex isting depression is purely political. We are not discussing the question as to whether any business depression ex ists. What possible good can result from any pretense that there is no de pression when it Is o patent to every body that It Is being discussed on every street corner, in every lobby, and at every fireside. Waste no time in deny ing the existence of a universally ad mitted fact. Let us discuss the cause and devise some remedy, "There was a similar political cause for the historical hard times during the last two Democratic administra tions of Buchanan and Cleveland. Just as Mr. Mills has shown that our finan cial condition is sound, so Buchanan and Cleveland both commented on the fact that all the conditions existing in their time were such as to conduce to prosperity. Buchanan's Lament Cited. "Buchanan in his message of Decem ber 8, 1857, lamenting what he refers to as the 'deplorable conditions' exist ing, invites particular attention to the fact that the country has 'all the ele ments of material wealth in rich abun dance', and adds, 'in the midst of un surpassed plenty In all the productions of agriculture and in all the elements of national wealth, we find our manu factures suspended, our public works retarded, our private enterprises of different kinds abandoned, and thou sands of useful laborers thrown out of employment and reduced to want." "In the same way Cleveland In his message of August 8, 1893. calling a special session of Congress to consider the 'alarming condition of the country, tells us lhat 'with plenteous crops, with abundant promise of remunera tive production and manufacture, with unusual Invitation to safe investment and with satisfactory assurances to business enterprise, suddenly financial distress and fear have sprung up on every side.' - "Bitching the Democratic party and business prosperity together exhausts all the powers of Omnipotence. Re peatedly tried It never works. Conditions Are Favorable. "So favorable are the financial condi tions today that, except for the pres ence of a Democratic Congress tinker ing with the tariff and harassing busi ness by threatening to crystallise in our statutes a Job-lot of academic the. ories. we should be having now the best times that the country ever saw. It will not be for long. There Is no call for pessimism, but there Is a call , for patience. You are not barred from DEMOCRATS DODG PORTLAND ABSTRACTS Of TITLE. PROMPT SERVICE at reaionabie prices. After five weeks of investigation into the conditions of aliens in the West, Asiatics in particular, H. A. Mlllis, pro fessor of economics at the University of Kansas, and formerly connected with Leland Stanford University, ar rived in Portland to study local condi tions Wednesday. ' Professor Millie Is Investigating as the representative of the Federal Council or cnurcnes or Christ of America, comprising practi cally all the Christian Churches except the Catholic. "My Investigation came as the indi rect result of the alien land laws passed In California to discriminate against the Japanese," said Professor Millis. "Missionaries in Japan pro tested that the law was unjust and un necessary. 'Before taking any action on the subject the Federal Council asked me to investigate the conditions ol tor- eigners and particularly Asiatics in the West. I was chosen because I repre sented the Immigration Commission when the question was brought up In 1908 and 1909." TEUTON CREW ATTACKED Refusal of Officers or Bluecher to Proceed to Hamburg After War Declaration Roils Passengers. Pemambuco Is Haven. NEW YORK, Sept. 3. A riot aboard the German steamship Bluecher, at anchor in the harbor of Pernarobuco. Brazil, in which three of the Bluecher's crew and 50 of her 800 steerage pas sengers were killed, was described to day by passengers aboard the Brazilian steamship Sao Paulo, on her arrival here from Brazilian ports, whence she sailed at the commencement of the European war. The Bluecher was bound from Buenos Aires for Hamburg, under the German flag, when Germany and England went to war. Upon learning that war had been declared, the Bluecher put back to Pemambuco. She had aboard, the Sao Paulo's passengers asserted, sev eral million dollars for London, and 800 Spaniards and Portuguese in the steerage. Bodies Throws Overboard. When Pemambuco was reached the steerage passengers insisted that the ship proceed to her destination, and on the refusal of the Bluecher's officers to do so, a riot was started. The bodies of the steerage passengers who were killed were thrown overboard, say the Sao Paulo's passengers. According to the story told to the Sao Paulo's commander. Captain Cyro Delia Amico, the trouble began with an anti-German demonstration by Spanish and Portuguese against the Bluecher's crew. This was resented, and the ship's butcher, a German, at tacked one of the leaders of the dem onstration. Police Shoot Right and Left. The German was killed and other German members of the crew seized arms and began firing. A fearful hand-to-hand fight ensued. The cap tain of the Bluecher summoned the Pemambuco police, who fired right and left Many of the rioters Jumped overboard and were drowned. The police did not quell the trouble thor oughly until reinforcements arrived in the shape of cadets from the Brazilian training ship, Benjamin Constant, lying in the harbor. The cadets were still in charge of the Bluecher. Captain Amico said, when the Sao Paulo sailed.
