CHICAGO. April 11. A "savings bank
annex" to the branch of the Mutual
Court presided over by Judge Cleland was
announced yesterday by the Judge as an
additional means of reform held out to
unfortunates who come before him.
Arrangements have been completed
whereby any person paroled by the Court

The gift carries with It the condition that
the person to whom It applies will not
violate the parole and will deposit to his
own account at least $2 each month. The
amount deposited may not.be withdrawn
unttl the end of the year.
The plan is Intended to encourage
thrift and economy and to check the neg
lect of families by the. men usually
brought before the courts on the charge
of drunkenness. It is a development oul
of Judge Cleland's present plan of parol
ing the men to responsible persons In the
neighborhood. Semi-monthly reports are
made to the Judge.
The principal condition Imposed on the
paroled person is that he will stay away
from drink for the period of a year and
is not sent to the Bridewell in that time.
