With the exception of iho Ukraine only thoso countries which have maintained marine commerce have sufficient food supplies to meet actual needs until next harvest, and even In the Ukraine, with stores accu mulated on tho farms, there Is famine In the large centers of population. Belgium and northern France, as well as Serbia, appear on the hunger map distinct from the rest of Europe because they stand In a different rela tion from the other nations to the peo ple of the United States. America has for four years maintained the small war rations of Belgium and northern France and Is already making special efforts to care for their Increased nfter-the-wnr needs, which, with thoe of Serbia, must bo Included In this plan, are urgent in tho extreme and must have Immediate relief. The gratitude of the Belgian nation for the help America has extended to her during tho war constitutes the strongest appeal for us to continue our work .there. The moment the German urmlcs withdrew from her soil and she was established once more In her own seat of government tho little nntlon's first thought was to express her grati tude to the Commission for Relief In Belgium for preserving the lives of millions of her citizens. Germany, on the other hand, .need not figure in such a map .for Ameri cans because there is no present Indi cation that we shall be called on at nil to take thought for the food needs of Germany. Germany probab'ly can care for her own food problem If she Is given access to shipping and Is enabled to distribute food to the cities with dense Populations, which are tho trou ble centers. England, France, the Netherlands nnd Portugal, all of which1 have been maintained from American supplies, have sudlclcnt food to' meet Immediate needs, but their fututre presents seri ous difficulties. The same, Is true of Spain nnd the northern neutral coun tries Norway, Sweden and Denmark whoso ports have been open nnd who have been able to draw to some degree upon foreign supplies. Most of Russia Is already In tho throes of famine, nnd 40,000,000 people there are beyond the possibility of help. Before another spring thou sands of them Inevitably , must die. This applies as well to Toland and practically throughout the Baltic re gions, with conditions most serious in Finland. Bohemln, Scrblnj Roumnnln and Montenegro havo already reached the famine point nnd are suffering a heavy toll of death. The Armenian popula tion Is falling each week as hunger takes Its toll, and In Greece, Albania nnd Roumnnia so serious nre the food shortages that famine Is near. Al though' starvation Is not yet Imminent, Italy, Switzerland, Bulgaria and Tur key aro In the throes of serious strin gencies. In order to fulfill America's plcdgs In world relief we will havo to export every ton of food which can be han dled through our ports. This menns at the very least a minimum of 20,000,000 tons compared with 0,000,000 tons pre war exports nnd 11,820,000 tbns ex ported last year, when we were bound by tho ties of war to tho European nllles. If we fall to lighten tho black spots on tho hunger map or If wo allow any portions to become darker tho very peace for which wo fought and bled will be threatened. Revolt and anarchy Inevitably follow famine. The names oppear on tho official list issued by th War Department the past month. Pvt. HELMUTH DEWITZ, Com pany D. 127th Infantry. (No 81023.) For heroism in action at Juvigny, north of Soissons, France, August 31, 1918. Pvt. Dewitz assisted in attack ing a strong enemy machine gun nest and capturing 32 prisoners. Later with another soldier, Pvt. Dewitz es tablished a machine-gun position un der heavy fire from both artillery and machine guns, using a captured Ger man gun to deliver fire upon the en emy position. After reconnoitering a sector of the River Vesle in advance of the front lines of the Infantry for the purpose of selecting a site for a footbridge Capt. Growdon went with a small party of Engineers through an enemy barrage from 77-millimeter and 1-pounder guns and assisted in direct ing the work. As soon as the opera tions were discovered machine gun fire was opened upon the party, but they continued at work, removing the German wive entanglements and suc cessfully completing a bridge, which was of great value in subsequent op erations.
