Room being, perhaps, the finest, best ar
ranged, neatest, and most convenient Court
Room on the Pacific Coast; and here, no
doubt, His Honor, M. P. Dcacly, will
lake great pride in administering that law
and rendering those able decisions which
in the future, like the past, will stamp him
as one of the brightest legal lights among
American jurists.
Passing on to the third story, through
various offices and rooms, we again ascend
another flight ol steps, and find ourselves in
a sacious cupola, alfording a beautiful
birds-eve view of our young and thriving
city. To the north, for full two miles
down the river, beautiful residences meet
the vision, marking, as it were, the foot
prints of civilization. To the cast, resting
ti)on the hank of the beautiful Willamette,
first Albina with the smoke rising from rhc
extensive iron works, then Kast Portland,
Brooklyn, and the car shops of the 0. & C.
R. R. Co. To the south and on the west,
up to the foot-hills, from one-half to three
fourths of a mile distant, magnificent resi
dences, erected at a cost varying from ten
to fifty thousand dollars, and beautiful
grounds, ornamented with fine walks and
costly shrubcry, all in perfect keeping with
an industrious, enterprising, and prosperous
people; and whilst contemplating the pano
ramic view surrounding us, the gigantic
forest of fir, of which Oregon is so famous,
Ml. St. I Mens! Mt. Jefferson I Ml. Washing
ton! and lit. Hood! with their hoary
brows covered with eternal snow, looming
up in the distance, the mind inadvertently
glided backward through the vista of time
for a quarter of a century. Wc sec again

city, a log house, as shown by the illustra
tion in the left hand lower corner, with its

Comfort, distributing the small amount of
mail matter, (ant tmall bug), which arrived
periodically, (about unii annually, by war cf
a tliantt tailing vittil), to the then stiarse
inhabitant! of Portland, little dreaming that
in less than a quarter of a century his suc
cessors in office would receive daily over
fifteen hundred pounds of mail matter, or
that some of the individuals who then
asked him the anxious question: "Is there
anything for me in this mail I" would live
to sec the office at Portland distribute to its
citizens each day nearly one thousand
lKitinds of mail matter, lint such is the
case! The improvement of Portland, not
forced by any wild excitement of newly
discovered diggings of untold wealth, pe
culiar to the towns and cities of California
and Nevada, not having a continuous line
of continental railroad forcing upon us a
vast H)pulalion and mushroom growth, but
gradually excluding in accordance with
those natural results attendant upon natural
advantages, richness of soil, salubriousness
and hcalthfuhiess of climate, and faciliti
for the reward of honest lalw and industry,
we have even surprised ourselves. What a
contrast! Just Iwenly-livc years ago, the
first boat propelled by steam, the little
Carolina, monojioliml all the trade of the
Willamette and Columbia rivers. To-day,
the steamers plying iqion these waters,
cost many millions, and hundreds of men
have become opulent from that trade; and
the exports tlm m shipped ,y sea going
vessels, sums up annually many millions.
Twenty-five yean ago! One man attended
to the business of Postmaster in connection
with the then largest and most extensive
mercantile establishment in the place, and
nail plenty ot leisure lime to discuss the
various topics of the dav with his neighbor
To-day, the Post Office envoys seven per
sons irom 3 a. a. to to r. ., almost with
out a moment s interval or rest, to premie
distribute, receive, deliver and take care of
the vast amount of mail-matter passing
daily through their hands, whilst the
wholesale busiucjs of the city is immense,
mounting to hundreds of thousands of
dollars daily. The little log building ihen
occupied by the accommodating Post
master, surrounded as it was by a dense
forest of majestic firs, has long since disap
peared, and in its place now stands a fine
three-story brick, whilst the old muddy
road winding around , by stump and tree
has given way lor beautifully laid out and
improved streets paved with Nicholson, or
planked for miles in succession, and street
railways and cars, and sidewalks, and brick
and stone buildings and awnings, almost
without limit. From where the smoke of
the Indian wigwam twenty-five years ago
gracefully curled to mid-heaven through
the evergreen bouehs of the majestic forest,
and from w here the wild doe quietly suckled
her young, palatial mansions and splendid
churches with spires shooting heavenward
now stand, and the shrill whistle of the iron
horse, as he snorts foaming and restless
over the Aborigine's ancient hunting
ground, now echoes from mountain to vale;
whilst the lightning not only bears the
thoughts of our people to every quarter of
the globe, but also strikes the alarm of fire
from a dozen different stations, through the
contrivance of the fire alarm telegraph.
Our State, though isolated as she has
been, at no distant day will, reveal to the
world her cxhaustless wealth of soil and her
vast mineral treasure, now lying hid in her
mountain gorges. Let us imagine for a
moment what some who are now living
will surely sec. The State of Oregon risen
to a population of more tlian a million of
free intelligent souls. From the sumfffit of
ic Rocky Mountains down to the Pacific
Ocean, the eye will rest upon an unbroken
landscape of beautiful and well cultivated
farms, cozy farm houses, hamlets, villages,
and cities; on cither side, from horizon to
horizon, the mine, the factory, the forge,
the mechanic's shop, and the fields of
waving cereals, of which Oregon is so justly
proud, with industry developing itself in ten
thousand different forms; whilst our people,
independent, opulent, and happy, will
mingle their voices in one glorious song to
labor, liberty and knowledge. The' school
houses, of which we feel such just pride,
and the neat churches dotting every hill
and valley, will be the altars, the barracks,
and the fortress of our commonwealth
The day dawns in Oregon upon a bright
and brilliant future, which will place our
young Slate in the foremost ranks of the
sisterhood of States, in wealth, industry,
and education,
