In the matter of the petition for
the incorporation of the city of
Scappoose. Oregon:

tion for the incorporation of the
territory bounded and described as
northeast corner of Section 12,
Township IJ North, range 2 west,

And it appearing to the court
from said petition, and from the
iial testimony Huliinitted in behalf
of said petition, that no par t of
"aid described territory !ies within
the limits of any such previous in
corporation, that said petition is
signed by more than forty qualified
electors residing within said de
scribed boundaries and that there
are more than 1.10 inhabitants re
siding within the said described
boundaries.
It is therefore ordered by the
court that said petition be granted,
and that a special election as prayed
for be held in said described terri
tory on Saturday, August I!0, l'J!3,
to determine whether or not said
described territory shall be incor
porated as a municipal incorpor
ation, to be known as the City of
Scappoose.
It is fuither ordered by the court
that the following named electors
residing within the above described
territory shall constitute the flee-
! tioii board for such special election,
! viz.: Judges, W. K. Stevens and
I Geo. VV. Crant. Clerks, Thos. H.
! Hoy, Chas. Wikstrom and K. C.
Smith; provided, should any of
such regular judges or clerks fail to
; attend such special election, their
! places shall be filled in the manner
prescribed by law in cases of gen
eral elections.
I Matter of election of officers of
City of Goble:
On this day this matter coming
on for consideration upon the can
vass by the court of the returns of
the election of officers of the City of
Coble, held in said city on the JOth
day of June, l"i:i, and it appear
ing therefrom that, the following
named persons received the highest
number of votes for the respective
offices, it is ordered by the court
that said persons be, and they are
hereby declared to be duly elected
to such offices, viz: Mayor, Frank
Hishop; Aldermen. H. M. Fowler,
Martin Hoven, Mrs. Kay Hoven, M.
I). Link, Mrs. Emma Makinster and
Henry Welter; Marshal. F. V.
Makinster; Treasurer, Mrs. Flora
Fowler; Recorder. H. L. Kenny.
It is further ordered bv the court
that the clerk tie and he is hereby
instructed to issue certificates of
election to said otficers.
Matter of petition of L. U. Frink
et al for a county road:
On this 2nd day of July, 1913,
comes on for hearing the petition
of I,. K. Frink et al. freeholders,
residing in the road district or dis
tricts of said proposed road, pray

county road described as follows:
Beginning at a stake in the cem
ter cf the county road near Par
son's spur on the Portland & South
western Railroad at a distance of
this coui.ty, reading in the road
district or districts of the proposed
road, and that a good and sufficient
bond has been given and filed herein;
It is therefore ordered by the
coi.rt that the board of county road
viewers meet at-the beginning point
o said proposed road on the 15th
day of July, 1'J13. or on their fail
ure to meet on said day, then within
five days thereafter, and proceed to
view, survey and locate said pro
posed road.
Matter of petition of J. 0. Walts
et al for relocation of J. P. West
r..ad:
On this day the report of the
board of county road viewers on
the proposed change in the J. P.
West road was read in open court
the first time.
Matter of bids for oiling: county
roads:
On this day bids for oiling 20
miles or more of county roads, oil
to be laid eight feet in width at the
rate of 1-3 gallon to the square
yard, contractor to do all the work
and furnish all material and appli
ances, as er advertisement, were
opened and examined as follows:
Oregon Road Oiling Company,
$ii(5..10 per miie.
Pacific Road Oiling Company,
$51.(16 per mile.
And the court being advised in
the matter, and considering said
proposals too high, it is ordered by
the court that eaid bids be and the
same aie hereby rejected.
Matter of petition of C. O
Lindahl et al for change in Clats-
kanie-Rainier road:
On this day this matter coming
on for consideration by the court
and it appearing to the court that
no bond accompanies said petition.
as required by law, and that the
affidavit of posting notices of said
proposed change is not signed by
affiant, it is ordered by the court
that said petition be and the same
is hereby dismissed for want of
jurisdiction.
Matter of petition for appoint
ment of F. Stuart as county sealer
of weights and measures:
On this day this matter coming
on for consideration and the court
not being fully advised in the
premises, it is ordered by the court
that said petition be and the same
is hereby continued.
Matter of scalp bounty claim:
On this day the clerk presents to
the court the verified claim of Andy
Erickson, being claim No. CO for
$G.OO for three w ild cats. And the
court being advued it the matter,
it is ordered by the court that said
claim be and the same is hereby ap
proved.
Matter of refunding liquor license
fee to Makinster & Nussbaumer.
On this day Makinster & Nus
baumer surrender to the court that
certain linuor license for Goble pre
cinct dated Sept. 4, 1912, for the
period of twelve months from said
date, and it appearing to the court
that by Operation of law said license
became void on the 3rd day of
June, 1913, it is ordered by the
court that the unearned portion of
the fee paid for said license be re
funded.
