Cooper Associated Press SALEM (AP) — State economists are predicting that Oregon taxpayers will receive “kicker” income tax rebates next year. The quarterly revenue fore- cast released Thursday proj- ects nearly $350 million will be credited to taxpayers when they file their 2015 taxes. Oregon’s “kicker” law is triggered when tax collec- tions exceed expectations by at least 2 percent during a two-year budget cycle. When that occurs, the unanticipated revenue gets returned to taxpayers. But unlike past kicker rebates, which were distributed as a check around Christmas, those in the future will be refunded on tax returns. State Economist Mark McMullen says the state will be able to tell for sure whether the kickers will be credited next year after it sees how tax collections go this year. ore. has plans but not enough money for highway projects By Jeff Barnard Associated Press GRANTS PASS (AP) — Oregon has a plan for retro- fitting hundreds of bridges likely to fail in a major earth- quake. It just doesn’t have a clear path to raising the $5 billion to pay for it over the next 50 years. State and federal gas taxes, which fund road proj- ects, haven’t generated enough revenue as cars get better mileage — or use no gas at all. A new way for charging motorists by the mile is still in the experimental stage. And major political differ- ences are blocking action to increase highway funding in Congress and the Legislature. The prospects for a major offshore earthquake led to development of the Oregon Highways Seismic Plus Report last year. Ed Protas s 13 s To the Editor: Those who oppose a paved trail from Sisters to Black Butte have cited many con- sidered and well-articulated reasons for their stand, including fiscal, environmental, safety, administrative and property-valuation con- cerns. To dismiss people with these legiti- mate and compound concerns as merely being “selfish” is simplistic and childish and shows a poor understanding and intolerance of how democracy works. A reminder: the Forest Service cancelled the proposed project because our commu- nity was strongly divided over its desirabil- ity and questioned its financial solvency. It was broad-based and cogent protest, not the actions of a few supposedly inconsiderate individuals, that led to the project’s demise. This is how a healthy democracy works. If this is unacceptable to them, perhaps the peo- ple slinging the “selfish” barbs should con- sider moving to Iran or China. I hear there’s a lot less dissent there.
